Personally, if Philip has gotten caught, I don't think the government would care if he'd be permanently damaged or be brought close to death. I mean, by doing so, in the event that he does manage to escape, people will have an easier time of tracking him down. Weakened and damaged, there's potentially less harm that he would be able to cause in both short and the long run.

Also, while I'm certainly not the best RPer in NS, I have to say that you're post is rather lackluster and barren compared to the others. It lacks any real detail and relies on tell rather than show. There's nothing to it that reveals the thoughts of your character, nothing to go on from readers except what it says on the tin. Heck, I would say that the breakfast given to him has more details than what's going on with Philip. Lastly, considering this is a prison, your last part of the sentence implies that they went in and gave the food to him, rather than most likely giving it to him through other means.
