What's happened so far?

Not a huge amount, I won't lie. Villains are preparing for their attack, heroes are having a meeting. That's basically it.

Those in the Rock, do you mind if i intro Bulk and rush to begin the motions of the Breakout?

That might work, though since he's been there for only a short amount of time they likely only have a small amount of it...
It would probably have to be taken from, for instance, people on the brink of death (and therefore not much energy would be gotten from them) to inflict the least amount of harm as possible. It would take a while, though, because so little energy would be harvested, so the amount he'd get would be low (especially if they had to ship harvested energy across the country for instance), and it would take time for it to be enough to keep him from dying, and obviously not taste (or whatever) nearly as good. But, an infinite, easier source of food (without having to kill people, no less) could be leverage to get him to join the league. Maybe.

Xylon Global has no ties to Governments of the world and is mostly independent. What i was insinuating was that the Untainted may be trying to cause him and other Metas to go berserk to further their plans.

They dont exactly need to WEaponise him, as they may or may not have One(Under the Project Codename Xylon One) , a Meta who may or may not be the result of Possible Genetic experimentation for an Anti Meta weapon during the Cold War.
