If you have remaining warheads and are preparing to fire them again, focus on the enemies with the highest damage, and the largest stockpiles. Getting them to 100% is the top priority.

2. They are reforming elsewhere, and will strike us when we least expect it.

Whoever has nukes, I'd like you to put one nuke on every remaining whole target to prevent them from fleeing. Just target, you do not have to fire.

I somewhat doubt it. They have used nearly every shield they have. That bespeaks excellent cooperation, not raw recruits.
