I think it may be helpful if party leadership came forward to express support for the bill, otherwise it's bound to fail due to partisan bickering.
On that note, I'm presuming this is the bill that Eberhardt spoke to Carrollton about awhile back? Obviously she's a bit incapacitated, but she'll perhaps be willing to do something about the bill when she recovers.

The difficulty being that said leadership is mostly only present in player form in the Senate, given our extreme lack of Representatives.

Right, but you'd have to convince the House as opposed to the people. Besides, who is to say that they're not going to make a counter-offer that seems unacceptable to your character? Thus the start of the bill's death.
