That's mainly because the Borg wiped most of the slaver industry out during the war. I guess you could do that.

Weaknesses: Blue hasn't been taught how to read or write (Although he can speak, and understand, English.) He can't stand or move on two legs very well because he was told to always stay on all fours unless commanded. Also, he can get lost without someone to tell him what to do.
His power is unstable and is dependant on Blue's emotions. He can't really use electronics because he could damage them unintentionally.
Destructive Capacity: Could easily be continential, but is currently City Block level

I'm okay with most of this, but I just want to know how he can "easily be continental."

He could probably wipe out every electrical thing on a continent if he was feeling very angry/sad etc when he get's stronger. Also, if there's a large thunderstorm in the center maybe.

You're going to have to tone that down a bit, especially with all of the "probably"s and "maybe"s being thrown around. I think his maximum capacity should be at most City Level, but his current capacity is fine as is.
