Yeah, I kinda agree. There's no rule that you must wait for everyone you're involved with before continuing in another arc.

He wears a collar around his neck, made of black leather. It has a small metal circular tag on the front. He is also forced to wear a metal muzzle, similarly coloured. It can only be removed with a key. He has a small area on his stomach where there is no fur. A slaver brand is clearly burnt into the exposed skin there. Although he is effectivly a pet to his master, Blue is allowed a pair of dark blue shorts to hide his modesty... In the day-time at least.

Powers/abilities: Blue can control and harness electricity. He can absorb it from his surroundings, from things like computers, lights and power stations. Once absorbed, Blue can utilise it in a variety of Thor-like attacks. The more electricity he absorbs, the more powerful his attacks will be. Due to the fact he's been a slave for his entire life, he doesn't have many skills exept his natural abillities, like enhanced senses and claws.
Weaknesses: Blue hasn't been taught how to read or write (Although he can speak, and understand, English.) He can't stand or move on two legs very well because he was told to always stay on all fours unless commanded. Also, he can get lost without someone to tell him what to do.
His power is unstable and is dependant on Blue's emotions. He can't really use electronics because he could damage them unintentionally.

You're going to have to tone that down a bit, especially with all of the "probably"s and "maybe"s being thrown around. I think his maximum capacity should be at most City Level, but his current capacity is fine as is.
