Because of the Stalemate of the 100 year's war, a treaty, or something of the sort, is signed between the two nations ending hostilities.

During the time up to this, the English offensive force on land was crushed, however the navy wiped out the French forces attacking them, leaving them the dominance of the areas outside the Med.

You aren't barred from making ships outside the Med, it's just that you will be fighting an uphill battle to compete with the British Navy outside of Europe in the future.

They do have that, but we battled the Romans, and do a lot of trade through the Mediterranean, so we're not stupid. Also, I'm not sure how much the navy will matter if they already have most the Northern Coast. I don't plan to necessarily bring my Navy all the way around to battle them so ehh.

Basically cutting edge types of war ships during the time, and ones going up to 70 years in advance.
