No, because Maya does not own California at all. In fact the Japanese own part of Mexico below California in our own timeline.
If you do an earthquake, just reminding you that most of Japanese infrastructure was pretty earthquake resistant in main Japan due to... well, earthquakes and tsunamis all the time.

Eh, I will throw it in, if I can't think of anything. If I made a strong enough earthquake, then the Maya could be effected.

That would require an Earthquake of magnitudes far beyond what California usually gets, even as a mega earthquake.
A 9.0 earthquake has never been seen or felt in California (The largest recorded one being a 7.9) and it would not set off a tsunami due to the fault lines being on line, not in the coastal regions.
In fact, a 9.0 wouldn't even reach Mexico. I'm not even sure if a 10.0 would. And that has never happened to our knowledge and understanding in the entirety of the Western Seaboard.

Here's a list of bad and good events I can think about.
Bad:
Earthquake ranging from 5.0-7.6.
Giant wildfire (Southern California could easily receive one due to their drier nature)
Wouldn't say famine because California has a big enough water reserve to negate that from happening.
Flash floods (Those are always fun)
Mt Lassen/Mt Shasta/Mt St. Helens blowing up.
Good:
Good crop year.
Infrastructure increase such as roads.
Population boom.
Good fishing yield.
Etc.
