While the prospect of Norse god controlling a city in America didn't sounds bad, maybe for them to have their own cities in Scandinavia would be a perfect opportunity. Hey, so I'm not sure if this'll work, but what if you made it so the power of the deities depends on how famous they are in the area they're in? So deities from a certain country are stronger in their country of origin because more people know about them, and they stay in those areas because of that?

No doubt. I don't think there's anything wrong with going with a familiar trope, Atria. In this case, it does work really well.
