20 years of fortifying? Huge drain on money imo. Attacking forces don't even need to attack the whole border, just a select few breakthrough points.

Manchuria is worth it for us. We have money to spare, anyway. Not everybody has colonies, after all. This is a slow project as well, due to the border fortifications already in place. As the military is on standby, the only things being payed for are the weapons and materials to make them, which aren't as expensive for the government, due to the fact that it's an empire with an absolute monarch. Coupons do not simply 'expire' for the Empress.
