Iran and India get along pretty well in real life so I see no reason why they couldn't decide to strengthen ties so long as Iran continues to remain neutral in the India-Pakistan conflict.

Sure. Right now, Gambia, Southern Senegal, and Guinea-Bissau are the hot spots that would still be somewhat be manageable. Burkina Faso is practically under Communist control and Northern Nigeria is a warzone between the military and Islamists.

What you do if, say, the Russian Empire asked to send some special forces to help you with your rebel issue? Of course this would come at the price of aligning yourself with the Russian Empire.
