Welcome to the world, mutants.






Los Angeles, 2016. New Year's coming, and it's gonna be here in one month. Not exactly one month, but you have the general idea. The world's moving around normally, which should be fine.

If not for the fact that mutants exist.

First revealed through the military operations when Allied Forces discovered the awful truth during D-Day on Normandy. Some of their patrol units were slaughtered and yet there were no evidences of them killed by bullets or knives or even artillery shells. They just sort of hit by blunt force, pressing them down at the same times. What a horrifying incident, we might add. Allied decided to up the levels of their patrol by adding the elements of SOE, OSS, and NKVD to their patrol units in case it was ever needed. Which did. They found evidences of mutants hitting them when they were patrolling. Soon, with the evidences of it, Allied sending in large numbers of soldiers and specialized operators during the final days of Nazi Germany. Subsequent smaller fights ensued, and although they won, they also lost large amounts of soldiers. Given that the mutants proved to be an excellent threats, Operation Paperclip and other similar operations initiated by other members of the Allied with the intention to captured the knowledge of mutations and genetics as well as other...experiments, more mundane ones.

They though they know how to make one. But unfortunately, the real secrets - that mutants made naturally through genetics mutations and not through experiments - were destroyed in an attempt by Nazi to stopped them from getting the research. They did able to formed mutants through experiment, but came mostly from humans with no mutations at all, giving them abilities but at limited scope, making them effective but not as effective as they hoped. But even public not knows them at full scope, they only made appearance through conspiracy theorists.

Came the 2016. Soon, the world will be forced to open their eyes on the mutants, whether they prepared, or not...


Welcome to Los Angeles, 2016. December 2016, to be exact. Mutants are secret, world governments know them but certainly keep it as a secret to the public. However, soon it will be changed. Something big is coming on New Year, and the world will soon be forced to realized the mutants, the real secrets behind their mutation, and the real threats behind their mutations as well.

Publicly, the existence status of mutant is unknown to the public, only exists on conspiracy theorists' blogs, circles, and so on. Military and government on the other hand knows very much about mutants, but still armed with limited knowledge regarding the full extension of the mutations on mutants.

The RP will starts on December 2016, for we will find the first world-revealing existence of mutants on New Year's Eve, or on Christmas. Who knows.




  • 1. No Godmodding/Meta-Gaming: This can be defined as playing your character without limitations or having your character know things they couldn't possibly know.
  • 2. Don't be a dick in the OOC: You can have your character be an aggressive and smarter version of a certain political candidate in the IC. But the moment you act like a dick in the OOC thread you'll get a warning.
  • 3. No One Liners: Three full lines of text per each IC post, anything less is frowned upon and is generally laziness and will not be accepted. Anything greater is acceptable and is smiled upon.
  • 4. No 'Dick measuring' contests: The moment two of you start arguing over which character is better, and it doesn't contribute to goings on in the IC. You'll both get a warning.
  • 5. For the love of god keep it PG-13: This is a general site rule, and while PG-13 is a blurred line nowadays, the rules of thumb are: nothing sexually explicit, and nothing overly violent. This is a place to role play as a superhuman, not write out deviant fantasies.
  • 6. No multicolor or odd dialogue: No colored text, and no italicized/bolded/underlines paragraphs. Reserve them for actual use instead of using them for everything (If you must know, it's a health hazard to those with photosensitive epilepsy. So don't do it).
  • 7. If you have a problem with a player, take it to TG. If that does not work, bring it to the OP or a CoOP's attention. Do not turn the OOC thread into chaos.
  • 8. You have a 72 hour grace period to post if you're holding someone back, after that your character will be forced to move on by the OP or Co-Op. Failure to return will result in character death.
  • 9. Don't just write for yourself, other want to get involved as well. I realize it's human nature, but try to involve other people's ideas, themes, and characters. A major part in RPing is having other people, don't turn them away or cast a blind eye.
  • 10. Have fun!
  • Characters should be made in moderation, don't over do it. And don't make endless sidekicks.
  • Try to balance your strength and weaknesses.
  • Yes, magic is acceptable. And yes, there can be different variations of 'vampires'.
  • Remove everything in parenthesis.

    -Publicly, the organization was formed and armed with state-of-the-art technology and weaponry to deal with terrorism threats inside Los Angeles. However, it is actually designed to investigates and deal with any of the threats made from mutants, although given that they have yet to make their existence known to the public, they are told to be on high alert. Los Angeles Special Task Force is just another task force from the much bigger organization, United States Special Task Force. Los Angeles Special Task Force is currently attached with the LAPD as external force. They are currently the obstacle to Bratva.
  • LAPD

    -Generally known as Los Angeles Police Department, the main police department in Los Angeles. Equipped with the best technology and weaponry the city could provides and with trained police officers and SWAT in disposals. Capable of dealing with human and normal criminal threats.
  • Solntsevskaya Bratva

    -Solntsevskaya Bratva, also known as Solntsevskaya Brotherhood or Solntsevskaya gang is the largest and most powerful Russian mafia. They already expanded overseas, and rumored to acquired the employment of what could be considered as former Soviet soldiers and officers with background in military and possible mutant powers. Currently in sort of cold war with LASTF.
  • Meta Inc.

    -Meta Inc. is legally known as a holder company, meaning it holds shares or even owns other companies, primarily in the technology and research field. However it also more privately invests in private military companies and defense industries and the main goal that Walker has is to make an R&D to further research and abilities + usefulness of mutants, even create their own where the government failed.

Interesting, interesting indeed. Not much of superheroes roleplay here use the secret identity of its characters as a plot. I have a question tho, are the superheroes already exist in this world? Or the vigilantes have to keep their act from being noticed by the public, as to not disturb the status quo?

Background:

Born in Sapporo, Suzuki was the daughter of her family, with three older brothers, and her life was uneventful. Her eldest, who also joined JSDF full-time, decided to trained her to be physically fit and at very least capable of defending herself in case something happened to her, whether it was a kidnapping attempt, murder attempt, or even sexual harassment. Of course it also gave her the kind of aggressiveness development on her personality. She showed no signs of mutations as she went through elementary school and junior high school. When she entered senior high, however, all things changed.

Sometimes, she turned confused or dazzled because of her clairvoyance. Sometimes, she unintentionally threw things with her telekinesis. It's the worse of her times, unable to fully realized what the full extent of the mutations or even realized the powers. One accident, however, turned her into fully realized the full extent. She was about to be harassed sexually inside train while on going home when in that moment she accidentally turned on her telekinesis power and the person who about to did that was thrown out of the train.

No one knew what happened, though Suzuki realized about it. She felt little guilty about it, though. She decided to used the powers when needed and to her advantages, which was why she made her way into journalism and eventually worked as reporter for Al Jazeera. Currently she's just arrived at Los Angeles to covering the New Year's Eve in LA.

So, I'm thinking of different kinds of characters. And I have some ideas -

A voice manipulator - type, the kind who can not only speak in other people's voices, but also make mechanical sounds as needed. Don't have a clue what I would do with offensive powers with this one...

or...

A person who can manipulate inertia in some ways.

- Cannot die from natural causes and does not age.
- Highly skilled in all forms of combat due to lifetimes of training. Close quarters, hand-to-hand. Long range weapons.
- Quick reflexes. Also extremely stealthy
Equipment: Highly skilled with his main instrument: the tomahawk. Also carries a few knives, a bow and a classic Peacemaker, the Colt .45.
Weaknesses: Is totally human. Can be killed. Gets shot, he bleeds, and dies. Gets punched in the face, he feels it.
Alignment (Ex; Chaotic Hero, Lawful Evil, etc): Neutral Good/Conflicted
Personality: Somewhat of a loner type. Due to his extensive age, he tends to isolate himself from getting to close to people since he knows he will probably outlive them. Is generally always will to press himself into the mix of things. Some might say that he even has a death wish.
Occupation: retired military, current private security contractor
Background:

Born in the far western wilds of Canada in 1861, the son of the Chief of the Carrier (Dakelh) people, Kw'eh grew up under the strict guidance of this father, the Chief of the nation. He was taught the art of hunting, fishing, gathering and surviving from a young age. He was also taught the ways of the warrior, as one day he would be the leader. Particularly against the White Man, who was now encroaching more and more on to their territories. As he grew up, he exemplified himself as a great warrior and leader, leading his warriors in battles against the encroaching white settlers. After his father died in 1890, Kw'eh was thrust into the middle of being a war time leader during the Wild West of Canada days.

After leading a raid on a camp of Canadian settlers, a battle which was easily won, as most of the settlers were non-combatants, including women and children, Kw'eh, now with the title of T'soh Dai, the leader of the tribe, was ambushed by Canadian Dominion Police and militia. Kw'eh barely managed to escape with his life, his leg was shot and he was bleeding profusely. However, he managed to escape. A fate not shared by most of his warriors and the rest of his tribe. Most of the warriors were killed and the tribal grounds were raided and destroyed. Only a handful of survivors managed to escape the onslaught. Kw'eh survived on his own in the wild for a long while. He swore that he would gain vengeance on all of those that killed his people.

After settling in one of the small frontier towns, he soon began to realize that he was no longer getting sick, noted especially when a disease plagued the town, in which he was immune. Also, he no longer seemed to age. Remaining almost exactly the same, day after day, month after month, year after year. With this astonishing ability, clearly granted to him for his ancestors in order to achieve his vengeance, Kw'eh set about training and hunting. Hunting those who were responsible for the killing of his people. It took years. Years of tracking and of killing before most of the men responsible lay dead.

However, as the last man who had wronged him fell, he realized that he felt no better than he did before. He remained unable to die from natural causes. And the feeling of the killings left him with a terrible taste. So now, this being now around 1914, Kw'eh left to go to the big city of Toronto to restart his life entirely. However, his chance was taken away as war was declared between the UK and Germany, resulting in Kw'eh, now known as Isiah Martin, to be drafted. He served in the war with great abilities. He was wounded at the Somme, and eventually sent home.

Throughout the interwar period, Kw'eh seemed like a lost soul. His one good ability seemed to be warring. He was good at it. He enjoyed it. But he hated the fact that he enjoyed it. With this conflict, he feel into a dark pit of alcoholism, which was only halted with the rise of Nazi Germany. He soon enlisted again in the Canadian Army and served on the front lines in Europe. At Dunkirk, Dieppe and landing on the beaches of D-Day and throughout all of France and into Germany.

In order to keep his true identity a secret, he again left the military, in 1948. He soon decided that all of this wasn't enough. He began to train, again. Seeking out the top trainers in the world in the art of martial arts and hand to hand combat. With his new found ability, and his identity being harder to hide in Canada, he moved south, just in time for the Vietnam War in 1965. After serving there for several years In the United States Marine Corps, he against left to go back into hiding and training.

He spend the next several years in training and travelling all across the world, learning all that he could from whoever he could. Again, he eventually retuned back. Enlisting again in the US Army this time, reaching the elite unit of Delta Force, before retired and retreating again in 2006. He again travelled around, retraining and learning more. Before finally settling in Los Angeles, trying to start a new life as a Private Contractor and still trying to keep his identity a secret.

Costume Appearance (If you have one): A yellow sweater, a Zanni mask, baseball cap, and jeans.
Height: 6 feet even
Weight: 100 kg (~220 lbs)
Powers: (Keep this within reason) Can manipulate the electrical circuitry in his body to heat/cool any part of his skin, attract magnets, connect to and/or charge most electric devices, and, when all else fails, explode. By heating and cooling certain parts of his body, Tarmo can float off the ground and so move with speed.
Equipment: (Same as above) A slew of adapters.
Weaknesses: He can be affected by magnets and electricity just as much as he can affect magnets and electricity. A misjudged move or a surprise attack could kill him instantly. Further, Mr. Firewall can be killed in all the ways an ordinary human can.
Alignment (Ex; Chaotic Hero, Lawful Evil, etc): Lawful neutral, disguised as chaotic good.
Personality: He has a humor that is very Northern European, though he has a bit of British cynicism.
Occupation: Computer Hardware Engineer (what else)
Background: Very few people question why and how the Soviet Union dissolved without any bloodshed. Even fewer thank good 'ol Härra Tulemüüri for his part.

During the peak of the Cold War, Tarmo was taken by the Soviet Union and tested on by a number of scientists. The resources were there from the Soviet Alsos, and he was only a man from the Baltic States. There was no great loss. Unlike other test subjects, though, Tarmo's potential didn't show immediately. Tarmo was tossed out by the frustrated Soviet higher-ups but readopted by his original family. Fearing Soviet repercussions, Tarmo's family managed to escape the Soviet rule of Estonia by rowing across the Baltic (past the legions of mines left over from WWI and WWII) in the family rowboat. They grew up in the north of Sweden, where Tarmo slowly began to exhibit and promptly hone his powers, waiting for the chance when he could take his family home, when no one would stop him from bringing his family home.

In 1991, that chance came. His homeland of Estonia was the first to break off from Soviet oppression. The Russians were about to take drastic measures and very well would have had it not been for an anonymous letter from a "г-н брандмауэр" (Mr. Firewall) to Premier Gorbachev. Normally the Soviets wouldn't bat an eye at a request like this, but this Firewall happens to be very knowledgeable about secret Soviet mutant operations, as well as, apparently, very powerful himself. The Soviets backed off the Estonian Singing Revolution, and the revolutions to follow spelt doom for the Soviet Union.

In the 25 years to follow, Mr. Firewall earned a degree in computer science in America, to come back to his native land with his family and bring Estonia gracefully and proudly into the 21st century. He made sure that, after his letter, he kept his interactions with Russians (or possible Russian nationalists) to a minimum, only to make a presence whenever Russia got a little too aggressive. Near the end of 2016, he travelled to Los Angeles for a business meet-up and a tech conference.

Mind Reading is okay, as long as you mind-read NPCs only and you cannot mind-read players. Clairvoyance is the same thing.

Any sort of mutations is fine. Demon physiology? If it's mean you can turn yourself into demon-look alike, yes it's possible. Vampires? Sure, go ahead. It's mutation, anyway.

Legion-like? Go ahead. And the weaknesses too.

Weaknesses: He can be affected by magnets and electricity just as much as he can affect magnets and electricity. A misjudged move or a surprise attack could kill him instantly. Further, Mr. Firewall can be killed in all the ways an ordinary human can.
Alignment (Ex; Chaotic Hero, Lawful Evil, etc): Lawful neutral, disguised as chaotic good.
Personality: He has a humor that is very Northern European, though he has a bit of British cynicism.
Occupation: Computer Hardware Engineer (what else)
Background: Very few people question why and how the Soviet Union dissolved without any bloodshed. Even fewer thank good 'ol Härra Tulemüüri for his part.

During the peak of the Cold War, Tarmo was taken by the Soviet Union and tested on by a number of scientists. The resources were there from the Soviet Alsos, and he was only a man from the Baltic States. There was no great loss. Unlike other test subjects, though, Tarmo's potential didn't show immediately. Tarmo was tossed out by the frustrated Soviet higher-ups but readopted by his original family. Fearing Soviet repercussions, Tarmo's family managed to escape the Soviet rule of Estonia by rowing across the Baltic (past the legions of mines left over from WWI and WWII) in the family rowboat. They grew up in the north of Sweden, where Tarmo slowly began to exhibit and promptly hone his powers, waiting for the chance when he could take his family home, when no one would stop him from bringing his family home.

In 1991, that chance came. His homeland of Estonia was the first to break off from Soviet oppression. The Russians were about to take drastic measures and very well would have had it not been for an anonymous letter from a "г-н брандмауэр" (Mr. Firewall) to Premier Gorbachev. Normally the Soviets wouldn't bat an eye at a request like this, but this Firewall happens to be very knowledgeable about secret Soviet mutant operations, as well as, apparently, very powerful himself. The Soviets backed off the Estonian Singing Revolution, and the revolutions to follow spelt doom for the Soviet Union.

In the 25 years to follow, Mr. Firewall earned a degree in computer science in America, to come back to his native land with his family and bring Estonia gracefully and proudly into the 21st century. He made sure that, after his letter, he kept his interactions with Russians (or possible Russian nationalists) to a minimum, only to make a presence whenever Russia got a little too aggressive. Near the end of 2016, he travelled to Los Angeles for a business meet-up and a tech conference.

Background:

Born in the far western wilds of Canada in 1861, the son of the Chief of the Carrier (Dakelh) people, Kw'eh grew up under the strict guidance of this father, the Chief of the nation. He was taught the art of hunting, fishing, gathering and surviving from a young age. He was also taught the ways of the warrior, as one day he would be the leader. Particularly against the White Man, who was now encroaching more and more on to their territories. As he grew up, he exemplified himself as a great warrior and leader, leading his warriors in battles against the encroaching white settlers. After his father died in 1890, Kw'eh was thrust into the middle of being a war time leader during the Wild West of Canada days.

After leading a raid on a camp of Canadian settlers, a battle which was easily won, as most of the settlers were non-combatants, including women and children, Kw'eh, now with the title of T'soh Dai, the leader of the tribe, was ambushed by Canadian Dominion Police and militia. Kw'eh barely managed to escape with his life, his leg was shot and he was bleeding profusely. However, he managed to escape. A fate not shared by most of his warriors and the rest of his tribe. Most of the warriors were killed and the tribal grounds were raided and destroyed. Only a handful of survivors managed to escape the onslaught. Kw'eh survived on his own in the wild for a long while. He swore that he would gain vengeance on all of those that killed his people.

After settling in one of the small frontier towns, he soon began to realize that he was no longer getting sick, noted especially when a disease plagued the town, in which he was immune. Also, he no longer seemed to age. Remaining almost exactly the same, day after day, month after month, year after year. With this astonishing ability, clearly granted to him for his ancestors in order to achieve his vengeance, Kw'eh set about training and hunting. Hunting those who were responsible for the killing of his people. It took years. Years of tracking and of killing before most of the men responsible lay dead.

However, as the last man who had wronged him fell, he realized that he felt no better than he did before. He remained unable to die from natural causes. And the feeling of the killings left him with a terrible taste. So now, this being now around 1914, Kw'eh left to go to the big city of Toronto to restart his life entirely. However, his chance was taken away as war was declared between the UK and Germany, resulting in Kw'eh, now known as Isiah Martin, to be drafted. He served in the war with great abilities. He was wounded at the Somme, and eventually sent home.

Throughout the interwar period, Kw'eh seemed like a lost soul. His one good ability seemed to be warring. He was good at it. He enjoyed it. But he hated the fact that he enjoyed it. With this conflict, he feel into a dark pit of alcoholism, which was only halted with the rise of Nazi Germany. He soon enlisted again in the Canadian Army and served on the front lines in Europe. At Dunkirk, Dieppe and landing on the beaches of D-Day and throughout all of France and into Germany.

In order to keep his true identity a secret, he again left the military, in 1948. He soon decided that all of this wasn't enough. He began to train, again. Seeking out the top trainers in the world in the art of martial arts and hand to hand combat. With his new found ability, and his identity being harder to hide in Canada, he moved south, just in time for the Vietnam War in 1965. After serving there for several years In the United States Marine Corps, he against left to go back into hiding and training.

He spend the next several years in training and travelling all across the world, learning all that he could from whoever he could. Again, he eventually retuned back. Enlisting again in the US Army this time, reaching the elite unit of Delta Force, before retired and retreating again in 2006. He again travelled around, retraining and learning more. Before finally settling in Los Angeles, trying to start a new life as a Private Contractor and still trying to keep his identity a secret.

Ok. So, I have an idea for a character, and one of her powers was going to be hypnotic speech. Would this be allowed, because it can be thought of as similar to mind-control? If not that, could she have the power of suggestion? If not, that's ok, I'll figure something else for her.

No, there are no superheroes. Villains who have mutations exist, though most of them are either rogue mutant soldiers from nations (like the Bratva who has several former Soviet soldiers and officers with mutations). Vigilantes may existed, but generally they really try to keep themselves from not noticed by the public.

But the mutants will be revealed publicly through an accident.

Real Identity: Shauna Marks
Age: 30
Gender: Female
Nationality: American
Appearance: Shauna is a slender, fit, brownish-blond haired woman with shoulder-plus length curly hair. She is attractive but not beautiful. Looks more like an athlete but would not be mistaken for a model.
Costume Appearance (If you have one): As Lady Lang, Shauna dresses in white jeans, a brown top with white shoulders, white gloves with light brown linings, a white scarf, an eyemask with dark brown lining and light brown center, and a hooded cape with dark brown lining and a light brown color.
Height: 5'9
Weight: 175 lbs.

Powers:
"Ok, so I can impersonate..." - Shauna is able to repeat sounds that she hears by means of her voice. This ability is for both spoken and non-spoken sounds, from a car revving up to a chair pushed up to a desk, to a birdcall, to a person's exact vocal tones, to more.

"Just shut up!" - Shauna can steal the voices of others to prevent them from speaking. Any voice she steals, she can use by her imitation ability, even if she never heard it being used before.

"Now say this." - Shauna can make other people say things that she wants them to say, in their own terms. She has to be within 50 yds. of that person, and cannot make a person say things who is far away from her (say, like if she were talking to someone on the phone or on a video conference).

"Feel what I'm saying?" - Shauna can manipulate the emotions of people who hear her voice when she uses this ability. This is not a mind control, because she cannot force anyone to do anything. But she can lead people to feel a certain way: proud, lonely, depressed, manic. She has found this to be useful in getting out of trouble. The only people she cannot affect are people with psionic shields and blocks. Psionic users can also detect when she uses this power.

"Words makes weapons stronger..." - By speaking to a weapon she is using, Shauna makes the attacks more powerful. She usually says what the weapon is, or some other variation on what the attack is (so both "Gun" and "shooting at you" would work). This must take place immediately before she uses it. The attacks can make swords cut through stone, gunshots to travel farther, or knives to break bones. Shauna is also able to use this ability on other peoples' weapons and attacks, too.

Equipment: (Same as above) - Shauna has a car (a Volvo), a cell phone, a purse with wallet, keys, credit cards, pepper spray, some over-the-counter medicines, kleenex, makeup. She also carries around a pocketknife and a screwdriver.

Weaknesses: Shauna is a former athlete and still tries to keep up her fitness. However, she is unskilled in combat. She has no special resistance to psionic or magic attacks. Also, she has a dependent, her younger brother Shay, who she tries to keep out of trouble. Threatening him is a good way to make her back off.

Alignment (Ex; Chaotic Hero, Lawful Evil, etc): Neutral Good
Personality: - Shauna is a thoughtful, instinctive and scrupulous young lady who is not above bending the rules when it is needed. She has a strong protective sense over her younger miscreant brother, and acts like a mother hen to him.
Occupation: - Shauna works as a realtor. She can set her own hours, make appointments that allow flexibility, and has an excuse for being around places she doesn't frequently go to.
Background:
Shauna Marks had to learn responsibility at a younger age. Her parents died in a car accident when she was in high school and her younger brother, Shay, was in jr. high. She had to help raise her brother and try to support the family with the help of a few friendly neighbors. Working nights, Shauna brought money in while her brother Shay fell into the influence of bad friends.

Shay gets in and out of trouble with the police on a regular basis. Shauna feels sorry for him and tries to help bail him out when she can, but ends up more or less enabling him. Sometimes, that help has come in the way of her having to "bend the rules" (though in her mind, it's not exactly "breaking" them)...

Working to put herself through community college, Shauna found that she had a way with words. She got some theater jobs doing impersonations and was considered a success at it. Still, there being no health benefits in that line of work, she somehow fell into real estate. Now, she helps sell homes to prospective buyers and is a good agent. She has found that her words are a help here as well, as she can make clients fall in love with a house she is selling.

No, sorry. But you can have the kind of mutation where you able to be similar with necromancy, or sort of similar.

The title itself is Rise of the Mutants, of course.
