So i TGed Ferak two days ago and he still hasn't replied. If he doesn't contact me in the next two days, i'll just proceed with the assault and RP the cultists in my area. I'd encourage everyone else involved in the fighting around and within Urilles to do the same in order to keep the RP moving.

You could also try to pull off some good ol' Eldar dickery like having your Seer Council do a psychic ritual to to sever the link of the splinter fleet to the Hive Mind to weaken them.
