I would have said that Havich won, moderately, definitely not decisively, the debate on a pure debate standpoint, but that Denver probably won it on the broader level of helping the Progressives.

I just can't think of Denver really offering almost any policy specifics or recommendations throughout the whole thing, that's kinda a problem

Denver is not a policy guy, think about his job beforehand.

I mean, he didn't really have to beat him on policy itself. If going by the substance itself, Havich won. If going by supporting their respective campaigns, Denver won. If going by which party improved their standing the best, Denver and the Progressives definitely won. Although the final point isn't really measurable at this time, and it's also relative to the last debate performance - which was between Spicy and Jackson.

The problem is that Jackson's biggest issue is lying about a bunch of stuff more than anything-saying he's committed to his ideals...
