It would be approved for public use by both the German Magical Government and Durmstrang, since, you know, Durmstrang has the Dark Arts apart of its curriculum, it would need textbooks, and there's also the fact that the Dark Arts aren't exactly banned in the Magical UK, unless there was a post I missed that established a law for that

What do you guys think of me making an older brother for Erwin (but from a different mother....no, Hans did not cheat, he had another wife before Erwin's, who I think I will say died) who was now being released from prison, and was arrested because of being discovered dabbling in illegal dark arts, and Hans decided to send to Hogwarts to return to schooling, and he has to go back to 5th Year because he never completed his education because of being in jail

Basically an evil, perhaps slightly insane, dark arts-pureblood Supremacist version of Erwin

But because of missing out on years 6-7 and not completing his final tests in 5th year, not even fully finishing the year actually, and because of his recent criminal status, he has to retake 5th year all over again

Yeah, that's a lot. Adding in a potentially worse one isn't helping anything, especially when we a trying to cut down on the violence for the time being.
