Sounds like banana republic, stuff. Also, the train through the rockies, would most certainly take ages to build, at this time. It would probably be best, to either build a network into Mexico, from Arizona or New Mexico, or fund the building of networks across Mexico, and trade with him by ship. If he has trains across Mexico, he can ship all his goods to a few ports on the west coast, which you could pick up the goods from. Also, a lot of goods will be coming from Papua New Guinea, an overseas territory.
