If you can build a fleet you can cost me money on merchant ships, or cost me money by forcing my to go out of range of naval ports. You could even built ships as well

Fine. We can take our time with it. It doesn't need to be Immediate. Give me a tech here and there. Not all at once. I protect Asian shipping lanes, and allow for countries such as Germany to trade. However, the first thing to be advanced is my Rifles, which I'm already working on. It's to be good for certain reasons. One namely being Rifles are cool. Also, that makes me think, who wants tea?

I already have a large fleet of Merchant Marine, and ships while not the line, aren't terrible. Actually, the Merchant Marine is my biggest seller. I like trade ya see.
