To Keep the vast and continent spanning Spanish empire together, to improve the economic well being of the rich and to fight wars to expand the empire's territory.

National Government: The Spanish Empire is run by a King, under him are 100 advisors to the king, and under them are the hundreds of lords and nobles that make up two different Count Corts, the Count Court of Catalonia and the Count Court of Valencia. these Courts are usually restricted to their respective province and are run by a board of 12 judges and 1 government overseer, which is appointed by the king while the Judges serve until life, and their replacements when one dies or resigns are elected by a council of Nobles known as the Consejo de cabeza de mármol, or Marble head council after the seniority of these members and the fact that they meet in a marble hall to decide the next judge for either province. There are other Counts that are elected by the people (male, white and over 18, but hey it's a start at democracy)
National history: In 1797, King Charles IV was overthrown by her young daughter María Amalia,after scheming with some manipulative nobles that had been forced out of power during Charles IV's reign, Amalia ruled the nation from 1797-1802, when Charles IV asked for Austrian help in overthrowing her and the betrayed nobility. Austria sent troops in and forced Amalia to abdicate the throne in 1802, restoring Charles IV as King of the Spanish Empire. In 1805, with the crushing British Naval victory at Trafalgar, Charles IV was again forced off the throne by his Wife, Maria Luisa of Parma, who ruled badly from 1806-1809, when Charles IV took back the throne with the help of a substantial bribe. Charles IV reign, now interrupted after two attempts at his power, attempts to rebuild a more firmer grip on power. However, with the recent coups, Charles IV is now a very paranoid man, not even trusting his children and even having Infante Carlos hung by his guards when he spoke out against the construction of a Military fort near a swamp in Florida. He now has only one heir to the Throne that he proclaimed, the young 16 year old Infante Francisco de Paula. He is seeing France as a beacon of Hope, and foolishly would agree to anything Napoleon would want to go along to if it meant him staying in power.

Political issues:
Many of the New World areas are badly managed and plagued with corruption, with much of the money being sent to mainland Spain,this leaves the poor people even poorer as their Spanish overlords get richer. The Nobility in Spain are seen as a constant threat to Charles IV and are kept with a close eye on them by the King for any signs of wavering loyalty to him.
Chance of revolt:yes, in the new world territories provided a collapse in the Mainland Spanish Government.

Greatest Strengths: experts at guerrilla warfare,slightly irregular forces that can melt away into the civilian population when a militia because of lack of uniforms.
Greatest Weaknesses: A Logistical Nightmare to supply with several different language barriers and dietary standards, and so will mainly be using troops from mainland Spain. Lack of uniforms for the militia.
Tactics: Mainly will seek to avoid an all out confrontation with any enemy army unless the Spanish has numerical superiority, once that has been verified, the army formation will be like this:
three Lines of Infantry in formations of 500 soldiers each, with five men deep and hundred men wide formations to provide maximum fire against enemy. Cannons will set up on hills or flat plains if there is no available high ground ,with the Calvary's job being to protect the artillery and act as a screening force for the skirmishers, which begin a battle and inform the main army of an enemy presence.
