NAME: The Groundhog Cult or Marmotism
TYPE: Religion
DESCRIPTION: Marmotist Worship is centered around both a living animal and statues which contain spirits. Marmotist believe that Punxsutawney Phil, known as The Holy One, Phil the Great and The Creator is the living embodiment of the creator of the universe. According to the Holy Book, the Groundhog Chronicles, the universe was created by a great and powerful spirit known as the First Being, this being created everything. Once the world was built and the people created in a sacred garden the First Being produced hundreds of earth spirits. These spirits took many forms but by far the most common was that of the Groundhog. The First Being himself became a reincarnating groundhog and fathered the first non-spirit born groundhogs.
The first humans were terrible beings, they were reckless and violent and in the end they were destroyed because of it. The Holy One used this time between the destruction to carve out a new people who inhabited the earth. These people however were just as violent as the first and the Holy One, not willing to murder them in cold blood instead spoke to a wiser sect of people known as the Inner Circle. in Punxsutawney Pennsylvania. In exchange for their worship he awarded them piousness, eternal life in the Kingdom of the Holy One, he allowed them to survive the Great Burning relatively unscathed and he gives them the power to defeat their enemies. The first man to receive the tenants and the man rumored to have spoken with the groundhog, to have actually spoken with the Holy One is known as Julian. Julian was a member of the borough and a member of the Inner Circle, he is known as the Great Prophet who spread Phil's word to those outside the town. They did not heed his words however and Julian was killed.
Before his death however, Julian wrote the Groundhog Chronicles so that the Holy One's words would never be forgotten. Marmotist are led by the group of priest known as the Borough. The Holy City of Marmotism is Punsutawney where the Punsutawney Tribe lives. Holy places include all of the Phil Statues within and outside of the area, along with Goblers Knob where The Holy One supposedly relayed the religions tenants to The Great Prophet.
The Religion holds several taboos such as murdering another Marmotist, stealing from a Marmotist, harming or killing groundhogs, harming the Forest to an extent and eating human flesh. Marmotist believe that it is their duty to spread the word of the Holy One to every corner of the globe, they also believe that killing or stealing from someone who is not a Marmotist is OK as they will be judged by the Great Devil Hitler in the afterlife.
Marmotist believe that no leader is truly being led by god until he or she has received The Holy One's Blessing after making their Long Journey, their pilgrimage to the Holy Places and their conversion or proof of worship of the Great Creator. Marmotist are both Polygamous as well as Monogamous, generally the older a man is the more wives he should take with someone below the age of 22 being restricted to a single wife or concubine. They believe in having as large of a family as possible in order to combat the brutality of the outside world.
TENANTS (Defining Ideas such as Militarism or Mysticism):
-The belief that Marmotism is the one true religion and that any other religion is the work of the Great Devil to corrupt man.
-Daily prayers as well as a single communal meeting every Sunday, though this isn't necessary in times of war or great danger.
-Being charitable and forgiving of all other Marmotist.
-Making a journey at least once in your life to Punsutawney, specifically Goblers Knob where you must be purified.
-Offering sacrifice at least once every six month's at a statue or other idol of The Holy One.
HISTORY (One Paragraph Minimum, Two preferred):
Marmotism was developed roughly twenty years ago during a period known as the revival. It originated from Holidays like Groundhogs Day in Punxsutawney PA. As a result of the violence outside the town they prayed to the almighty god Punxsutawney Phil, worshiping his statues and constantly visiting the old Library where he lived. The Borough, the towns government sprung on the small cult, not only allowing it's worship but making it mandatory. Churches were burned to the ground and veneration of Phil became the only recognized religion, the statues, the Library and Goblers Knob quickly became the Holiest places for this small following.
The Borough was filled with corruption, it's members growing fat and lazy upon the toil of the people who aligned with the town. The next era was the Great Purge in which most of the Groundhog Priest, most of the Borough were killed. Their blood was soaked onto a new flag, erected by the revolutionaries, they believed that the blood of the unworthy had to be spilled in order for the town to be cleaned of it's sins. Only one Borough member survived and he taught the next generation. From there it grew and the Religion now encompasses the entire Jefferson County area.

Navies have been around since the Ancient Era. The Greeks and Persians had a famous naval conflict with huge fleets. The Romans had fleets that supplied island colonies. The Chinese sailed to East Africa with a naval fleet. Navies are not new.
Metal-hulled navies, on the other hand, didn't come about until after the Industrial Revolution. Thus, you would need to develop the combustion engine, large-scale metallurgy, and naval artillery. Also, early metal-hulled fleets weren't really ocean-going.

I know, but I mean for the Nation in general. My Navy will be the forefront, don't get it twisted, but I'm also planning for my Army to kick it up a notch. I want my army to evolve. I can imagine using some post-collapse weapons, but if allowed, I'm using Taxco Arms to bring us where we should be.

Assuming you're at late medieval...
No burnable resources in your area, so you would have to begin scavenging or importing a fuel source. This would allow you to create boilers, which in turn allows for powered machinery. At this point, you would be able to use the new machinery to build coal mines, if you have coal resources in the area, for fuel. Nonetheless, the new steam boilers allow for machinery to power factories and begin mass manufacturing. At the same time, advances in boiler technology mean that you can now build small, coastal powered vessels, such as paddle steamers. Mass manufacturing, in turn, means weapons production and advances in most quality-of-life sectors, as well as cheap goods. And thus, industrialization. At this time, you will soon be capable of visiting faraway lands, and bringing back new advances in technology. Also, industrialization means that the first oil wells are now available, albeit in small numbers.
TL:DR: You need fuel to get started. This comes in the form of either lumber, which takes away from locals that would use it for housing or fortifications, or coal, which has to be imported.

So there is no hope of ever getting better technology? I read that like Tribal Confederacys, Kingdoms are slower to industrialize. Which Kingdoms being even slower I suppose, but they do industrlize. Not now, but eventually.

I have Lumber. I'm also assuming there is coal, and Oil the deeper I drive into the state. Either way, I wonder if I could make a colony in West Virginia. It's known for coal. Or some other place. Either way, I'm likely having to import it.

You can only expand to adjacent territory.
