Following the collapse of social order and breakdown in the united states, the Central valley fell into total disarray. With the end of order, the most fertile and productive lands in California became uncultivated and abandoned as the remnants of humanity re-organized. Historically Spanish- and later Mexican, Alta California fell into the hands of the United states. That said, large Hispanic populations were left in these old territories which also found themselves among the ruins of the U.S. The faithful Catholic populations banded together in the last hours of civilization in expectation of gods judgement of the wicked in the apocalypse. However, it seems that god had other plans. The cathedrals and churches that housed the final mass miraculously survived, and the surrounding area managed to go relative unscathed. Originally, the leaderless peoples were lost and without aim. But the dioceses and the clerical order remained, and was the last organized authority in the region. People looked towards the church for guidance, and over time the Church began to lead society back to order and continue the work left to them by Jesus Christ 2,000 years ago.

Originally, church authorities attempted to work within the boundaries set by the Church. But leading a society required more administrative authority then what existed earlier. So on Christmas eve, 1999 the priests, bishops, and clergymen of the region gathered to form the 1st council of the Oridnario Nouvo. They drafted and ratified the Ordo Centurio, which established the Hermanedad de San Joaquin (English: Brotherhood of Saint Joachim), which is the administrative, religious, and de facto governmental authority of the HdSJ. With the consolidation of the regions holdings, the HdSJ looks across the horizon and looks to begin the restoration of order to California, and perhaps the world.

Culture:
The HdSJ governs the land in a semi feudalistic society which is largely agrarian but very learned. With the passing of Jesuit learning culture, education, faith, and loyalty are valued traits in the HdSJ. While the actual Brotherhood is relatively small, every internal district is centered around a parish headed by a priest. The priest can then delegate power to laymen as he sees fit- with the Bishops approval of course. The laymen are expected to follow the catholic faith and attend mass and its customs, but are largely free to do whatever they want within the boundaries of the law. Most work in agrarian labor and related work, but the most intelligent individuals work in pre-war facilities maintaining the regions water table and critical infrastructure, called dams.

The economy is largely based off primitive form of the silver standard, with silver being relatively scarce but common enough to be used as an economic bedrock for the economy. In general businesses and such may be started by private individuals. Copper coins (called ochos) are the nations currency, and most official transactions and deals happen in the copper coin. However, barter is still a valid and common form of exchanging goods. Barter is especially common in informal deals, family wealth exchange, and tributes.

The official language is Spanish, with all publications and communication being written in that language. However the most secret documents are in latin, and only church authorities are educated in it. Education is mandatory for kids ages 4-15, and all citizens know how to read and write at the basic level as well as understand basic algebra at the base level.

I apologize for this earlier comment, I woke up still drunk from last night and I was real grumpy about it.

It's cool. The rule only exists to prevent people from forcibly annexing other people without permission. It's more about curbing power-wanking than player maintence. I'm adding to the rule tonight by saying that players defeated militarily have the option of annexation or vassalization, with annexing requiring the conquered player's permission.

It keeps people from swallowing up another person's nation and removing their autonomy, thereby forcing them out of the game without their permission.

Nearly every rule is designed to curb power-wank and frustration, especially on my end.

This is around the time when a former high school teacher, Mitchell Gilbert, began talk of setting up a democratically based system. Becoming basically a preacher, he argued, that with such a small population, it would be very simple to set up such a government. Another of his main points was that everyone was equal and there should be no leader. These are some of the core tenants of anarchism, but he didn't know or call it that. It quickly caught on amongst the people of Newberry, and eventually the previous monarchs were deposed of.

The Commune essentially stayed the same for most of the time, slowly losing some of its technology and literature over the years. The tribes in surrounding areas have been on pretty good terms with the Commune due to the generosity of both towards each other.

No, I do not think so, as enclaves gain their strength through their ability to entrench their province better. As such, migration would not work. Accepted.

Looking over the OP, it appears that enclaves can migrate akin to tribes (once every 6 months). But Ormata nailed it on the head when they said that an enclave's strength is in its fortification, so IC-wise there should be a good reason for them to want to move. Also note that you'd likely lose any adjacent conquered territories in the process.

History:

The Eastern Trade Company has its beginnings in the "La Fuente" family who had come to the US (before the end) seeking new opportunities in the country of their dreams, but what they got was radically different and they had to live with it, but in those hard times while civilization found the light again, the family's skills in negotiation and slyness, came in handy as they traded to survive in this new world. The Family "La Fuente" started to be known for their merchants who traveled from place to place connecting peoples once isolated, as many have noted they were quite successful in their endeavors but none were as successful as the father of Gabriel de La Fuente, he was the one who expanded the Western Trade Company to its current size.

At first, he inherited a share of the company with his brothers, which was mostly a conglomeration of family members that owned ships and small caravans , that from time to time reunited in the family house to discuss and make deals, so the father of Gabriel decided to unify this company, but for that he needed money and the way he got that money was getting inside a risky enterprise with one of his partners which consisted on trading with some bandits for a pre-collapse artifact, as one of the remanents of the US government wanted this artifact very badly.In this enterprise, Gabriel's father did not only risk his money but also his life, when he got to make the deal he was captured and kidnapped by some other bandits, but was able to escape and kill one of the bandits, in his escape he got the artifact and went right up to give it to the remnants.

This gave Gabriel's father a lot of respect and profit, over time he was able to buy all of his family's company, he had to make a lot of adjusts to make that company a real company, this took him over five years, mostly because of some troubles here and there. Over this time he also established a strong control over the city of Monterrey, making the people living there who were mostly free of any government authority, pay him taxes and also give up their rights in exchange for the company's protection.

Soon enough the Eastern Trade Company became known in the proximities and beyond , but it was just when the company started to lift up that Gabriel's father died of a heart attack , leaving his young but talented son the company he had worked so hard on and not it's time to see how the Company will manage with Gabriel de la Fuente.

Culture:

Although the Company may seem as authoritative in Monterrey and it's other outposts, they only do it to protect the people and their interests, the family of La Fuente came to this country in search of new opportunities and freedom, which they are glad to share with anyone else in exchange for a price. Another important thing is that the De La Fuente Family did not come alone but also accompanied by many other families from Latin America and so most of the employees are the descendants of latin, this does not interfere with their trade as most speak English but also Spanish , which they speak with each other.
