I picked places that have some sort of movement to join Canada, is highly liberal or there are reasonable proposals/reasons for states to join. This includes two whole states and land from two other states.

Any nation with over 64 million people gets 100 seats, so the UK, India and Egypt each get 100 seats.

Then South Africa and Canada will each get 75 seats each, Australia will get 65 seats, New Zealand gets 25 seats, Jamaica gets 10 seats, etc.
