What is cause she can make it. Filia has the ability to construct anything she wishes with her power of darkness.

If we're going by physical weapons, at least. It's that knife Azzy keeps waving around. It can become any weapon he so wishes it to be, but the difference between him wielding it and anyone else doing so is that he's a master with pretty much any weapon you put in his hands, which is what makes it so difficult to actually beat him. I'm sure that the shadows themselves are more flexible in what they can actually do, but I doubt Filia has the experience or skill to use them to anywhere near their maximum potential in combat.
