1) What tech level is this? I assume the upper class has access to the High Overlord's tech, but what about the rest of the world? I know it's sci-fi, but what does that mean? Is it like Star Wars with sentient robots, cybernetics and faster than light travel being readily available? Or is lower?

2) Are there businesses anymore? Like, is it possible for my character to be someone who creates and sells technology?

There are cybernetics but they are rare, very expensive and those with them are more often then not under Overlord control. No FLT for humans, heck the furthest they got was Mars before the High Overlord came. The only people with direct access to the High Overlord tech are the Overlords

The Arch Angel is a very mysterious being. The Arch Angel first made it's appearance six years ago near Weley outside the city. It attacked Overlord convoys, and other outer bases with hit and run attacks. Over the years it appeared near every city more than once in random orders. Everytime its purpose seemed to be cause trouble for the Overlords. A few years ago, it was reported to have infultrated a city. Because of it's actions, the Overlords offer rewards for sharing information about it, and even for it's head. Now, it has been sighted near Suphia.

But it wasn't always that way. No, once upon a time Alice Specter was a normal, cheerful child living on the Dome Surface. One dead mother, but that wasn't a problem. She barely remembered the woman anyway. It was when her father remarried that things went... poorly.

Her stepmother was kind to her father, but not to young Alice. As time went by, simple unkindness escalated to cruelty and then to outright psychological abuse--but only when Alice's father wasn't around. It was at this point that Alice began to realize the truth. The woman wasn't just cruel. She was sadistic. She started to see it in the woman, something dark about her that made Alice afraid. The torture began to escalate even further, until one day it went beyond mere psychological abuse. The resulting events, the report to the authorities, and her stepmother's subsequent acquittal shattered Alice's faith in everyone else... so she took matters into her own hands. To put things simply, she used a power that she had never known she had, and repaid her stepmother with hell on earth.

After that, Alice continued into adulthood with her abilities, and began to spread her influence. Taking the alias of Ghost, she became a vigilante and citizen in all three areas of the city, bringing justice to those who had received none and bringing to justice those who never were. Before their deaths, they would always receive the offer of purification--but it was a very rare thing for them to accept. Alice didn't mind that so much. She felt very little guilt over what she did. Those black souls who refused their last chance deserved their punishment--a death filled with the pain they had brought to those they victimized.

Powers: Soul Reading, Purification--can only be used on a willing target, who must verbally acquiesce. Finally, Torment Inducement. Unfortunately for Alice, this ability comes with a price. Inflicting it upon another person means causing pain to herself as well. Due to this, she prefers to use more conventional methods if at all possible.
Stuff that you may own that may or may not be illegal: A very wide assortment of weaponry, from blades to firearms. Not that she carries them all at once, of course.

Yeah, well, I may grill you for details. I may have visited a lot of psychologists in my almost-fifteen-year-existence(I stopped counting after the tenth), but that doesn't mean I know the inner workings of the human mind. All I can do is try my best and interrogate you on occasion. XD
