Exactly.
In fallout, stuff like Fuel and Ammo go by the rule of thought of "Its there, don't think too hard, and just be thankful you have it".
Afterall, in Fallout, the Enclave just zip around on Vertibirds, and even with their high tech and control of the Oil Rig, its doubtful they'd have that much fuel.
I plan to start Coal Liquefaction, making Synthetic Fuel.

Well have to talk to Waz about fuel. Our two options are:
1. We just pretend that there is magically enough fuel to fuel our vehicles
2. We actually have Fuel and Ammuntion be a issue, and have to prove we have a source that not only makes these, or makes enough.
Also, how the fuck did the Enclave have enough to fuel their Vertibirds from 2160 (Fallout 1) to 2280 (Fallout 3)

Waz, what about fuel.
Do we pretend we magically have Fuel, or do we actually have to find ways to make or get fuel?

Also, can we have Helicopters, and if not can we modify Vertibirds to have a single rotor?

There are no helicopters that survived the nuclear war. You would need to design and build one if you want it. Vertibirds would also need a complete redesign if you want it to have a single rotor.
