Probably. I'll ask Waz when He gets back online about what to do with them, if they're still there in any capacity.

I'm assuming something similar to Brahim, or Radstags- Two headed, ugly as hell monstrosities. And through the usual methods of domesticating a horse, though with greater severity perhaps.
Also, heres what I have so far for my outposts. I'll add more in a bit.Barksdale Air Force Base, Louisiana
Whiteman Air Force Base, Missouri
Kings Bay Naval Submarine Base, Georgia
Malmstrom Air Force Base, Montana
Nellis Air Force Base, Nevada
Minot Air Force Base, North Dakota
F.E. Warren Air Force Base, Wyoming
Fort Collins, Colorado
Fort Shafter, Hawaii
Fort Riley, Kansas
Fort Custer, Michigan
Fort Leonard Wood, Missouri
Quantico, Virginia
Hawthorne Army Depot, Nevada
Fort Campbell, Tennesse-Kentucky border

Also, you wanna figt through the mountains for a couple small population towns, but very well armed be my guest
Well, i'd prefer to make you a Autonomous State apart of the Republic. You'd have complete control over your own territory, but you'd have to give a certain amount of men to my Army, and also pay my Taxes. In return, you get access to my Trade, Technology, and Protection of my large Army and the Polis Rangers.

Barksdale is apart of the New Start Republic
Nellis is apart of the Republic of Columbia
Quantico is apart of the Order of the Burnign Eagle
And Fort Shafter... You can have it, but it can't interact with the rest of your territory.

Except the Concord has bases in their factions territory IIRC.....
Barksdale is north of their territory, IIRC.
The others I'll concede, however.

Soo, I lose my amazingness and Council, and I get trade, which I have anyway, tech, which I don't need, and protection, which I don't need, everyone in my place is basically armed.

How the fuck would Horses survive? The World would have been blanketed in a Nuclear Winter, not to mention the radiation. They would have had to have mutated, so the question is how did they mutate, and can they still be tamed?

Just cause everyone is armed, doesn't mean you can defend yourself from a large armor of thousands.
You can keep your Council, you'd stay the same, its just that you pay taxes and help my army.

I don't really need to defend myself, you'll be trying to fight us, and simultaneously the weather, which can drop multiple feet of snow, your army of the thousands will starve, freeze, and starve.
Add the that the turrain that the easiest way to move is over a bunch of lakes which may or may not be frozen, well lets just say that it doesn't look good for you.
Although maybe we could discuss a joining of our two countries
