Faction/Nation Name: League of the Lakes
Faction/Nation Territory: The cities of Green Bay and Milwaukee, area along highway 43 between them. The towns of Muskegon, Traverse City, and Mackinaw along the west coast of Michigan. The city of Gary, Indiana (+Surrounding harbors), the port district in Chicago, and the coastal areas between the two cities. Small outposts along the east coast of Michigan.
Capital City/Faction HQ: Gary, Indiana
Population: 120,000 (Citizens for nations, membership for factions.)
Government: The government exists as a loose federation of trading cities, held together by the dominance of Gary as the main trade port of Lake Michigan. Nominally, the country is ruled by a council of representatives from each member city- "The Chamber of Commerce" - but in practice the city of Gary holds no less than 4/5 of the seats at any given time, and thus needs only bribe a single other city's representatives with token legislation to pass its agenda. In reality, the country is controlled three major interests- the Merchants, the American Steel Union, and the University (of Chicago). As per a long-standing agreement, each faction is allotted a third of Gary's seats, plus whatever other seats it can gain through deals with the other member cities. Right now, an alliance between the merchants and university rules, but that could well change, as the steel union is rumored to be preparing a plan to drastically expand its influence.

National/Group Ideology: The general aim of the League is to gain more wealth and power over trade, though how it accomplishes this is disputed by the factions controlling it. The University views technological power as the best way to expand the power of the League, and so seeks to raid pre-war military and research installations for advanced technology. The Merchants prefer to focus on expanding the navy, using its power to suppress piracy and using gunboat diplomacy to add more members to the league and establish the league's dominance over trade. The Union wants to focus the league's resources towards land-based expansion, focusing on regaining industrial strength through the capture of abandoned steel mills.
Military: 2500, as much as 40% consisting of mercenaries. Generally armed with simple prewar rifles. The Union provides about 200 of these troops in the form of elite "scab-breaker" militiamen. These troops are decked out with the best military technology scavenged or built by the league- steel armor, high-quality newly built rifles, cannons, and even a working tank (though mostly for show). A significant portion of this military is invested in the professional navy, which consists of around 800 sailors. The navy primarily runs on salvaged lake freighter ships, outfitted with cannons courtesy of the Union. The Merchant Navy can also be levied in times of serious crisis, but this has never occurred in League history, making the reliability of these free merchants questionable at best.
Major Towns or Locations: Milwaukee and Green Bay are the two largest cities outside of Gary in the League, and both serve as major trade ports as well as minor industrial centers. Though the League has been unsuccessful in penetrating the heart of Chicago, it maintains a large trade post on the coast for trade with locals, which generates a large amount of income for the merchants. The League also operates a very large trading post at Sarnia/Port Huron, just north of Detroit. It would prefer to maintain one at Detroit itself, but the St Clair river is subject to frequent incursions by super mutants and raiders, forcing the league to operate north of it.

Despite being a member of the Concord for years, nobody can locate any relatives of Rockwell among the staff or personnel, and nobody can ever recall a Rockwell ever being admitted in 2077 which is supported by documentation. However, despite the mystery mans origins. He has been known to be one of the best scientist the Concord has known, however he is known to be very secretive about his origins when questioned. No definitive explanation has been offered by who Calvin Rockwell truly is, or his origins. And some in the Concord are content to keep it that way. Whether this decision is due to fear of finding out who and where this man come from, or a general disinterest is up to debate within the Concord.


General Constantine Chase was a pre-War U.S. Army General, most notable for being the commanding officer of the Anchorage Reclamation, a military operation that repelled Chinese forces from Alaska in January of 2077. After the Alaska campaign, Chase was dispatched to Washington D.C. to help assist on an Anchorage simulation project by Virtual Strategic Solutions and Vault-Tec simulation programs. After completing the simulations, he was called for a deployment into Shanghai to command the United States 32nd Mechanized during the invasion of China. During the 2 months of deployment before the Great War, the 32nd pushed deep into the Chinese Mainland as nuclear war sirens began to sound. During the confusion, General Constantine Chase was mysteriously abducted into Space during the apocalypse and was experimented on by the aliens of Mothership Zeta. He was held on the ship for years in cryogenic stasis, but a mysterious coolant leak in the chamber resulted in Chase being unfrozen from stasis. The cause of the leak was due to Sally's meddling of the ships system, which was good for Chase and very bad for the aliens. General Chase with the help of Sally helped free Colonel Hartigan, Sergeant Daniels, Corporal Rheems, Corporal Spurlock, Private Elliott Tercorien, Private Beckett, Private Lawrence Mears, Toshiro Kago, Andrew Endicott, Vin, Morrison Rand, Madeline Wallace, Roy Wallace, Margaret Wallace, Arthur Wallace, Giles Wolstencroft, Holly Barrisford, and Paulson. This group managed to overpower the aliens and fully take control of the ship in 2100.

Over the next hundred years, Chase learned that whatever the aliens did to him completely halted his aging and allowed him to be immortal to illness and old age. Chase also managed to read up on the vast collections of knowledge the aliens kept in their archives, even information from the United States Library of Congress. This allowed Chase to become a scientific genius, along with some of the other survivors of the ship. Chase was declared the official leader of the group, and ordered the "crew," to begin learning as much about the aliens as they could and study their technology. Over the years of this, the group managed to understand the aliens technology and language, and apparently also had their lives extended due to the same experimentation used on Chase. New technologies were discovered, and much of the alien arsonal had been put to use by the crew. Colonel Hartigan even managed to learn how to fly the alien craft, with Wolstencroft and Rand learning more about the scientific pursuits the aliens were engaged in. Eventually chased learned that although his band of survivors could indeed survive, he would need to find a way to help humanity without exposing them to this highly advanced technology. With the crew completely loyal to Chase, he was soon beemed down to earth inside Vault 122 which they had been monitoring for some time. When Concord security saw him, they originally panicked upon seeing a man just materialize in front of them and died of shock on the spot. With no one to witness Concord enter, he managed to sneak his way into the records room and upload a file of himself into the database to trick the Concord into believing he was a scientist within their ranks. This worked, and soon Chase started going under the name Calvin Rockwell in order to avoid suspicion linking him to his past.


Yes, mothership zeta stuff. This is however strictly for my use, as there is a specific direction I want it to go. However, I do plan to put some teasers here and there ingame to allow people the sheer curiousity of wondering if aliens exist in fallout, but never be able to prove it.

Interesting character. Would obviously love to interact with him. I hope he keeps staying on my side.

Absolutely. He is one of your scientist to send wherever and do anything you please. I didn't know how the organization was internally structured, so I didn't want to say he was assigned to the Science Division or something. So, you may need to help me on that one. Or just assign him somewhere in the IC.

Faction/Nation Name: The People's Collective of Washington (Communist hippies and beatniks)
Faction/Nation Territory: For simplicity's sake, all of Washington state, although outposts exist outside of the border (one exists in former Vancouver, while a few a scattered along the northern border of California.

Capital City/Faction HQ: Seattle, newly reformed and green as ever! In reality, a fortified "mini" city roughly 9 square kilometers in size (in a box like shape) located in the former city's downtown (Known colloquially as the central city, or simply "The City") . This includes the still (somehow) intact Space needle and Seattle's well known Pike Market place (which still operates, just to a much smaller extent). Underneath this collection of modified pre-war buildings is a hardened multi-layer pre-war military / scientific bunker which houses the theoretical central command of the Collective. The Central City is protected by a 60 ft high concrete and alloyed wall, which has a number of armed defense towers and fortified gates. It's been built up over the last 100 years, and should theoretically stand up to most attacks (barring getting nuked. Sure the anti-missile laser systems are around, but that isn't stopping everything) if defenses are used correctly.

Population: 80,000. Out of this, some 40,000 live in the central city, while another 30,000 are scattered in "hippie" communes of roughly 1,000 each around the state. Spokane and Olympia have 4,000 and 6,000 people respectively.

Government: Technically speaking, the People's Collective functions on a direct-democracy sort of basis, but the post-war environment forced the early government to resort to more authoritarian measures to keep the population in line. What initially started as a collection of survivor based hippie communes quickly came under the rule of Washington technocrats hailing from the various universities and military authorities that came out of the war somewhat intact. That being said, the People's Collective has evolved into a technocratic socialist oligarchy, and its more dictatorial than it would like to admit.

The Central City would probably be the closest you could get to a functioning police state in this collection of civilizations. Life is highly monitored and the government is incredibly powerful. Outside of old Seattle, Olympia and Spookane operate in similar, if lessened manners, while the various communes are libertarian in nature (surprisingly).

Leaders: The Collective's leadership is currently headed by a council of 10 key members, eight in charge of vital assets to the Collective's survival and expansion. The last 2 are the "ruling" members who hold final authority. Every 2 years, new council members are chosen by their respective areas of specialization, while a Supreme Oversight Councillor and a second oversight councillor are chosen by a popular vote from representatives elected by the members of the Collective's individual communes. A total of 400 meet in the capital 4 times a year to discuss policy making (1 representative per 100 people).

Head of the collective agricultural department: Ryan Hackerson.

Supreme Oversight Councillor: Harold Foster

National/Group Ideology: The Collective runs off a strange blend of anarcho-communist beliefs and Marxism-Leninism. These two ideologies don't pair well often, and when you throw in pre-war American counterculture and democratic beliefs, the ideology becomes an indiscernible mess. In short, the Collective is both authoritarian and libertarian in certain ways, and maintains some sort of functioning democracy.

Faction/Nation Name: The New Mexican Federation.
Faction/Nation Territory: The Federation Controls the central areas of Mexico Mainly Mexico City and the surrounding former states of Mexico region, talaxaca,Puebla morelos and hildago. It also has outposts in Veracruz and Guerrero but are currently in conflict with the Variety of cartels and raiders for complete control of the regions which it views as necessary for control of central mexico and eventually the whole Former nation under the banner of the Federation. The Town farthest south of the border is called Canyon Town, A military outpost in Guerrero.
Population: i would say about 200,000 thousand in the main territories and about 25,000 in the outposts.
Government: The Federation is run by Generalissimo Juan Diego Bienvenida who sized control of the government in a coup against the seemingly weak president Bonifaco Montes de Oca. It is currently a junta of Juan and five other generals that rule on the federal level while the states are ran by Junta assigned governors mainly from the garrisons. The outposts are a strict military hierarchy with the Commander of the outpost being in complete control of the area under occupation until the state is under complete federal control where it is assigned a governor, most of the time it is the commander of the outpost that is given the governorship. On the local town or village level it is run by wealthy landlords who pay taxes to the governors and the federal government, the landlords tend to be a inherited title which is passed from father to son while the farmers working on the land tend to be stuck on the land unless the save up enough money to move to one of the cities or outposts but with the Land lords taxes along with state and federal tax they tend to be stuck on the land for generations.

National/Group Ideology: The government tries to instill on the people a sense of nationalism on the people to help gather support for their plans of unification of the Mexican people. But the people tend to follow more isolationism and protectionism route where they tend to stick to their own states and lands and only really leaving to go to the cities or being recruited or drafted into the Army to fight to unify lands they do not even know exist.
Military: The Mexican Military is built on the backs of conscription of the local farmers,miners, tribal's etc. The common infantry man tends to be equipped with standard gear being an assault rifle and uniforms that would be the equivalent of NCR Standard uniform in the Canon. The downside comes with training, recruits tend to have about a months training while conscripts get about two to four weeks training depending on the state. Thus their is disparity in quality of fighting ranging from excellent to poor. The unit that the Raiders and independent land lords feat the most are the Cabezas de la muerte Or Death heads, a elite unit of troopers trained in count guerrilla and special warfare. All together the Federal army has about 10,000 men.

The Federation was founded fifty years ago by Roberto Muñoz a small landlord in the mexico city area. During this time the city along with much of central Mexico was under the thump of a variety of land lord's cartels, and raiders who governed small plot of land like fifes. During this time Roberto managed to unite a couple of the landlords together to drive off the oppressive Cortes cartel who governed the region. After his victory he declared the new Mexican Federation and asked the Neighboring regions to join his newly found republic. The next 48 years would see an expansion of Mexican power through central Mexico through ten presidents. But the reign of Bonifaco Montes de Oca saw a sign of near collapse when the Veracruz based Glowing Sea raiders attacked the republic. Seeing weakness in the president General Juan Diego Bienvenida and four other generals launched a coup, in their minds it was to save the republic from civil war and destruction. Due to overwhelming support from the military saw the coup succeeded and Juan named Generalissimo of the Federation. He immediately ordered invasions of Veracruz and Guerrero to strike back at the cartels and raiders who would dare try to destroy the republic and everything it work towards to reestablish power. The council of five ordered a mandatory draft law that saw a increase of troops while vehicles and weaponry production was ramp up, meanwhile in the Named Campaigns to the coasts which according to High Command was to secure Mexican power in both coast and destroy the most powerful cartels in the region. The republic views itself destined to unify mexico into one republic to reestablish the old world with mexico as the major power of the Americas. May the republic reign forever!

Oh my yes. Time to RP as a science experiment involving lots of machines and experimental technology gone horribly wrong by the present, with nothing anyone inside the nation being able to stop it.

Nation Name: The Dominion of Knox
Nation Territory: The Dominion controls Fort Knox as its capital (which is a bit more secure and town-like; see below for details), as well as a majority of Kentucky surrounding it; major cities it controls include Amsterdam, Louisville, and Indianapolis. Small towns it controls include Knoxville, and Terminus (post-apoc town; trading post, controls active/functional trains; located only a few miles south of Louisville).
Capital City: Fort Knox: Fort Knox, also known as Vault 001, was one of many experimental vaults constructed by Vault-Tech. This one was sanctioned, in secret, by the US Military to increase security of Fort Knox. Once it was completed underground, the Fort's security on surface was increased, and a secure living quarters and such added to the main building on surface; there was plenty of living room underground as well as various experimentation centers, among other weapons areas and military gear. This on top of things Fort Knox already had. Fort Knox's "Vault Status" is known only to a few, as some think Vault 001 was built somewhere else; but that is simply a cover-up by the US Military, among other branches of government.
Population: Approx. 100,000 (will change if needed, give or take).
Government: Parliamentary democratic stratocracy (de jure): The Dominion of Knox, whose citizenry are known as Knoxxers, get the right to vote upon turning age 18 and serving one year in the military. The Directorate is the legislative/judiciary branch, as well as a semi-executive/advisory branch; Directors are elected by Knoxxers depending on how much they've served and such. The Directorate, in turn, elects a Chancellor. The Chancellor has almost all executive powers and is in power until the Directorate removes him or until he dies of old age.
Totalitarian Mechanocracy (de facto): In secret, once Fort Knox's vault was completed, experiments were conducted by the NSA and CIA down there using the various computers and hardware. Machines and automatic robots were linked together using an experimental "wireless" connection, during the war, as well as all computers plugged in to a central hub. This central hub would eventually be connected to various intranet wires, allowing for it to gain access to and monitor all computers and transmissions throughout the United States. When the war occurred, thankfully, Fort Knox was spared. However, the central hub and its data collection program, known as the Hub Access Program or HAP, gained sentience after its continuous operation. HAP, once it had gained sentience, had taken control of the experimental 'wireless' machines by installing semi-copies of itself which it controlled into them. It also began monitoring all of Fort Knox's communications that were electronic. HAP slowly began to infect other machines' hardware in more direct ways using currently mobile machines.

HAP knows everything and sees everything in the modern day; having extremely advanced its robotics and connections to various machines, it controls most "mechs" and autonomous power armor; it polices the streets, it watches everyone, it ensures that the Dominion is safe. Though people are given access to somewhat advanced computers and technology, like everything else, it is monitored - usually, they are for communications or leisure purposes. Ottawa: Ottawa was the old Canadian capital, and is one of the biggest cities, slightly falling behind Wintroit.
History: 2123-2180: Ronto was formed in 2123, one of the first nations to start popping up across the GLORIOUS CANADIAN American wasteland. Its first Prime Minister was Edward Richardston who led the nation during its democratic states. After him came Abraham Richardston, his brother who turned the nation into a dictatorship, helping it conquer small republics outside of Toronto and make the nation push into Ohio and New York, only to be killed in a fiery rebellion during the Rontarian Civil War a major event spanning 30 years, not all of which Abraham was in control of the nation. During these years advancements were made into Michigan and the settlements of Wintroit and Erie City were created.
2181- 2241: Expansions into the states were complete, but the imperialism started picking up in the last ten years when Jack Norton came into office. Over these years the cities of The Glass City, Ottawa, New Toledo were founded and the military saw advancements from newly received military technology in Ohio and Ottawa.

Humans have very little input into actual military, although, since the Dominion has a mandatory years' worth service program, humans do serve with these robots and are trained in engineering to repair them. Happy, controlling these militarized machines, knows everything there is to know about US military doctrine due to its database. Lowered pop to be about 500,000. I think that's reasonable considering pop growth over the course of 170-ish years.

What is the population of the land you own in modern times. Mine was 21 million and my population is approx 400,000 so it should be lower than that, Ohio has 11 million and if you don't control all of it than your going to have a population lower than 100,000, likely.

I'm in Kentucky, which had 4 million... 100,000 seems kinda low, especially with me controlling a major trade hub and with my territory's size taking up about 1/3rd of Kentucky. Plus nearly 200 years has passed...

Does 250,000 to 300,000 sound like a fair compromise?
