Government Description : The King holds a large amount of power, He represents a full ten votes in the Chancellery each Reglas represents 5, they usually vote with the King, However there are only 30 Reglas, or rulers that represent the nobles in the Chancellery, there are 60 Artesanos y Comerciantes, or Artisans and Merchants, making up the middle class representation, each with 2 votes, and lastly there are 120 Plebeyos, or Commoners each with 1 vote. The Chancellery can overturn any ruling by the king and can make their own laws and overpower the king with a majority vote. It is sadly not always that cut and dry, each group breaks off into different political groups. The Traditionalists are the largest and are made up by the King, most of the Reglas, Most of the Artesanos y Comerciantes, and some of the older Plebeyos. In Contrast the two main opposition groups are small, the Federalistas want to further reduce the power of the king and give more power to the people, and the extremely small Radicales who want to completely rebuild the government, there are roughly six Plebeyos in the Radicales party. The Chancellery works hand in hand with the King as both Legislature and Executive, Judicial duties become some of their obligation as well when a crime such as treason or a crime involving a member of the Chancellery takes place. They also can provide final ruling in high profile law rulings, though rare these are those that involve large amounts of publicity.

Religious Description : The Andalucian Catholic Hierarchy answers to the greater Roman Catholic Church and the leader of the Andalucian Branch is based at the Catedral Primada Santa María de Toledo. Cardinal Zacarias Espiga is the current highest ranking member in the Andalucian Empire and he resides largely as a supporter of the King in Seville. That makes the most powerful Cardinal in Andalucia Cardinal Maximiliano Espiga, younger brother of Zacarias and fourth cousin of King Bautista. Cardinal Maximiliano resides in Catedral Primada Santa María de Toledo and rarely leaves except to travel to the Vatican.
Economic Ideologies : Mercantilism
Major Production : Many raw materials especially foodstuffs and precious metals are produced in the colonies.
Economic Description : The vast majority of materials produced in the colonies are brought to Iberia to be refined before being traded to other nations. This excludes foodstuffs which largely are traded directly from the colonies to other nations. The Andalucian economy relies heavily on naval trade and so large amounts of it's income are returned back into the navy both merchant and military to ensure the steady flow of goods.
Army Strength : The Army is highly Trained and Very well equipped.
Army Weakness : Sadly the Army is very thinly spread across the Empire and it is difficult to marshal it's forces in many scenarios.
Naval Strength : The Andalucian navy is large and very well armed.
Naval Weakness : Again like the army the navy is thinly spread across the Trade lanes and colonies. There is large amounts of political ambition between the different leaders of the navy, causing many problems in it's coordination.

The Andalucian army is a fierce and powerful force. Very well equipped and well trained the army is sadly spread across the expansive territories of the Empire. This is dangerous due to the time it would take for the Andalucian forces to reinforce themselves.
The Andalucian navy is in much the same situation with very advanced ships spread across a large area. While this problem is smaller due to the size of the navy, it is compounded by the competitiveness of the Andalucian command. The admirals and captains have in some cases been known to allow fellow Andalucian's to be destroyed in battle when they could have helped them, simply to eliminate a rival. While this is harshly punished, should someone get away with such an act then the reward is quite handsome. Especially so if the now deceased or humiliated commander was ahead of the perpetrator.

It looks good, nice app. You can make some changes here and there, like removing those unused parentheses. It would also be nice if you could add a description of your culture.
Now, I can't guarantee those parts that were claimed by Portugal, but the rest is accepted.
Question though, what do you mean by cultural influences from the Roman Empire?
Because in its current form I can only think that you want to become slightly Romanized to get the technological advance.
And Novacom was quite irritated by that.
