I don't think that would happen, Bulgaria is part of a bigger alliance. But, to be fair, it doesn't have a lot of influence in the Mediterranean. It would probably be dominated by the Turks and not the Greeks

So what if I created instead, a Neo-Ottoman Empire out of Greece and Turkey?

Ottoman was the name of the ruling dynasty, so unless your leader is still part of the dynasty it doesn't make much sense. Anatolia is still a good name for it, in my opinion
