You can't declare war to stop someone expanding, Sol. Unless they're attacking an ally or a nation you've formal relations with IC.

Like, oh I don't know, the Holy Arabian Caliphate? With Saudi Arabia and Kuwait, you wouldn't have the whole peninsula like on the map, just realized life Saudi and Kuwait. The military, although allowed, is so massive compared to your population that you'd collapse in a few minutes. Since your an Islamic Dictatorship, a Caliph makes mode sense than an Emperor.

On the map on the google doc (If you're looking for it, it's the in-depth classifications link in the OP), the Arabian Peninsula is united under an NPC nation. However, taking Saudi Arabia and Kuwait wouldn't transfer the territories the NPC conquered to you, only the IRL borders of Saudi Arabia and Kuwait. (She meant Real, not Realized)
