Well, no, because you aren't the one on the defensive. If Kenya invaded East Africa I can't call you guys in, I can help them myself, and IDF members can get involved, but it isn't required.

your only defending if someone declares war on you, if an alley is declared on, they can call on you, thus making YOU declare war on the person who declared war on your alley, making you the aggressor
