But she rules the country. She has the final word. The parliament, as you said yourslef, can only approve completely and with no opposition her proposals (but this has always been such).
So this is why you are not a trustable partner.

Parliament can attempt to roll back her reforms, as they did to Martinez. But that sows distrust, and they generally would want to avoid that. Simply, she can say yes or no to anything, but most of the time the monarch leaves parliament to do their business. Remember, this is domestic policy, not foreign policy, which is somewhat different.

Still there is the possibility she gets irritated with somebody from a country and then cancels the trade agreement her country has with it.
While my country's monarchs can even be dethronized by a popular referendum.

Nope. The Emperor/Empress has three years after taking power to show the path he/she will follow. At the end of the three years, the people vote, and the referendum has to be either rejected or approved by the Parliament

Then I guess I have some education reforms, evening out holidays for productivity. Anything else I should mention?

Yeah... I like that self-driving conversion technology.
