Does not atter. Having somebody leading a country through his or her feelings always hurts a country's possibilities/aspirations/relations, and so on.

Just like you can not trust a country like that, as the King may change opinion basing on "Hmm... I really like Taiwanese girls, so LET'S BE FRIEND WITH TAIWAN", we can not trust your country, as the Empress may change opinion on various topics basing on wether she is on period or not...

That is why you ask the Prime Minister, or negotiate with one of the country's ambassadors rather than directly to her.

But she rules the country. She has the final word. The parliament, as you said yourslef, can only approve completely and with no opposition her proposals (but this has always been such).

So this is why you are not a trustable partner.

Parliament can attempt to roll back her reforms, as they did to Martinez. But that sows distrust, and they generally would want to avoid that. Simply, she can say yes or no to anything, but most of the time the monarch leaves parliament to do their business. Remember, this is domestic policy, not foreign policy, which is somewhat different.

Still there is the possibility she gets irritated with somebody from a country and then cancels the trade agreement her country has with it.

While my country's monarchs can even be dethronized by a popular referendum.

Nope. The Emperor/Empress has three years after taking power to show the path he/she will follow. At the end of the three years, the people vote, and the referendum has to be either rejected or approved by the Parliament

It makes relations with your dynasty even less desirable since upon the arrival of an incompetent heir, it will be dethroned.

An incompetent heir is likely to be given a little nobiliar title, as the family seeks to have always four children at least.

You could reform your prisons and such like I did. Just reduce the burden

Only if the real life United States government was this even-minded... Education, dismantling their war machine, focusing on technology, and reforming prisons.

Yeah. And I'm gonna have to go and ask that URE company that sells that self driving conversion tech to open here as well.

Okay so countries on the list for trade deals...

- Unitary Empire
- United Republic of Europe
- United States of America
- Social Democracy of Brazil (there gonna be an essential ally)
- East-Asian Pacific Union (some foreign company stuff)

Then I have to send a threatening letter to Byzantium telling them that they cannot sabotage the railway project being jointly constructed between Levantia and the FGN, and saying basically please don't siege or hurt the city of Jerusalem. Then I guess I have some education reforms, evening out holidays for productivity. Anything else I should mention?

Yeah... I like that self-driving conversion technology. I want to eventually make it mandatory for all cars to be self-driving and ban humans from the road... no stop lights, little to no accidents, oh how great the roads will be!

Romance is involved, but I create my own carachters, and my opinion is the more children the better, so I aim at having as many children as possible (within the realm of realism, of course) for my Imperial Family.

Besides that, I actually think that having children is BOTH something you can have or not, but also a duty to the state and the nation
