Ok, there are several things I've noticed regarding a handful of these countries. Many nations should have stagnant economies or massive debt due to out of control spending on massive infrastructure projects.

Iran shouldn't have a high speed railway system

why would a politically unstable, economically stagnant, rapidly depopulating Eastern European country care about the infrastructure of a Middle Eastern country when such a move would get them little to no benefits?
