Oh, well Jeremie would never do somethkng so obvious. I isn't for mind control, either. There will be,however, a part of the chip that allows him to 'tap in' and read thoughts easier, and also to interface with tecbnology (each chip in the world expands this artificial ability) but that can't easily be found out because the same technology has another, more official purpose.
I mean, without making such a big product have /something/ to do with Jeremie's well-covered corruption, I wouldn't be taking advantage of his deviousness, would I? Besides, he already dominates the planet. There's no need to control the populace. He doesn't yet realize that the tech will allow him to interface with technology on a massive scale, however, as that wasn't anything they intended to happen.
Jeremie isn't the kind of person to do something like that x3 But, yes, the conspiracists can /try/ to find the truth, and they will... It just won't be what they're looking for, and it won't be the whole truth. AKA they would find out the chip does what it's supposed to, but wouldn't discover anything else.

The FBI contact knows nothing, Jeremie's grandson isn't on /any/ registry, and I don't recall any witnesses. I was going to use the lack of information available as a catalyst to further the plot, because I wanted the scandal to be a little further off. Besides, your witnesses will tell you that the assailant was having the shit beat out kf him. No matter, explained that this is a dynamic world, so I will go along with it.
