As far as changing governments goes, you should TG your proposed form of government to our charming Original Poster, Harkback Union. He has to sign off on anything you do in terms of custom paradigms.

Ah, I see. In that case they should probably go explore or the like, since minerals mined without anything to be spent on are wasted.

You should make a "Greek Fire" Ship that uses alchemical catalysts to set enemies ablaze from a distance. The Byzantines OTL saw great success with those.
