Nope, units cant move the turn they are mobilized.

PATRONAGE (Socio-economic Paradigm) - +1 Culture from Workshops. 1 Culture can be spent to increase power of a unit by 1 for 1 turn, as many times per turn as wished for.
The workshops and power bonus are agreed on, but the last clause about "as many times" is a clarification that wan't in the original draft but which I thought was implied.

Hmm, interesting. I'm aiming for a sort of feudalistic system that gives +1 food per region and a garrison for provinces, maybe a custom building related to feudalism.

I might be missing nuance, but that just sounds like feudalism + a fort for which the prerequisite is feudalism.
