Meta-Human.
A phrase that once stood as mere fiction like that of film and comic books, but throughout recorded history there has been a grain of truth in the make-believe, exceptions to the rule of human nature that, to date, defy reasonable explanation. For millennia a certain luck was required for one or even two such irregularities to exist within a given century. Hercules, Achilles, Odysseus: heroes, and all thought to be simple myth.
Not quite.
In the year 1908, a massive meteorite exploded in the Russian wilderness, an incident known today as the "Tunguska Event" which, for reasons unknown, signaled the rise of Meta-Human populations globally. Although uncommon, many reports from both World Wars and the conflict in Korea showed evidence that a handful of soldiers on all fronts were capable of feats beyond human capabilities; soldiers that could do the unimaginable or who survived odds that would kill a hundred men a hundred times over let alone a single rifleman. Reports that were too numerous to be disregarded as coincidence.
Decades later, in the year 1961, the USSR would detonate the Tsar Bomb,the largest nuclear explosive ever at a staggering 50 megatons. Only this was not a thermonuclear device. Within the now atomized metal casing lay dormant minerals collected from Tunguska, elements that could not be identified, so in true scientific fashion these minerals were utilized if only to satisfy the morbid curiosity of those involved. This fearsome weapon was not the only thing to explode. Meta-Human populations would again skyrocket, rapidly, and although a comparatively small percentage amongst normal humans these irregularities have created enough wonderment for their existence to be called into question, but lacking hard evidence Meta-Humans would remain a myth for longer still.
That changed in the year 2015 when a bank in New York City was robbed by several individuals confirmed to possess supernatural powers. Lightning, fire, and the strength to rip the vault door from its hinges. It was an obvious concern, and for the next few months repeated incidents would occur across the east coast of the United States, and eventually similar crimes in Europe and South America. In December of that year Meta-Humans were required by law to register with their respective governments, a measure ratified by 32 nations, but one that did little to stem the tide of conflict. By the next year the world had had enough. In an attempt to put an end to the spreading chaos multiple military units and law enforcement agencies attempted to arrest Meta-Humans wholesale and, when deemed necessary, would utilize deadly force. What came next was several trillion dollars in damage with Lodz, Poland, and Salvador, Brazil, becoming all but ruined husks of former meccas.
The UN would then pass its most questionable mandate. Meta-Humans were no longer required to be registered, and all former registries would be purged, but Meta-Humans seen acting "maliciously" could be imprisoned in UN incarceration centers located in the most remote areas on Earth. A mandate that was broad in its interpretation. Yet despite this Meta-Humans would continue to use their powers, both for good and for evil, but no matter the rationale heroes were subject to arrest as were the villains they hoped to defeat.
A draconian solution to a problem with no correct answer.
In Miami, Florida, there exists a small dance club tucked away from the glamor of the city: the "Grey Donkey". A popular spot for young and reckless Meta-Humans, and if the rumors are true, they just so happen to be vigilantes. But a rumor hardly qualifies as actionable evidence... right?
1: OP/Co-OP have final say. No exceptions.
2: OP/Co-OP reserve the right to deny any application for whatever reason.
3: No God-modding or Meta-gaming.
4: No directly controlling another player character unless given permission to do so. As stated above you may freely control any and all NPC’s that are not central to any major plotline.
5: Posts must be a paragraph minimum. One-liners are unacceptable.
6: Try to use correct grammar. No walls of text that are not broken up into paragraphs.
7: Be courteous to one another in the OOC. Feel free to be as much of a dick in the IC as you desire.
8: Be active should you apply. No need to be online 24/7 (as I certainly will not be) but don’t go through the effort of joining and never post anything. If you will be gone for any significant amount of time please leave a message stating that you will be gone. Those who do not risk having their characters killed off.
9: You character cannot be overpowered. You can die and every challenge should be just that, a challenge. Any overpowered characters will bring forth the wrath of the OP in the form of even worse obstacles and outcomes.
10: Have fun.
- Three character maximum (unless otherwise stated).
- Remove everything in parenthesis.
- Powers must be related, such as super-strength and durability. A single character manipulating both Fire and Ice won't be accepted.
- Don't make a god tier character that can one hit everything, your character should be challenged when facing most opponents.

In 2016 the world had had enough, in an attempt to stop the chaos, multiple military units and law enforcement agencies attempted to arrest Meta-Humans wholesale. The resulting damage resulted in several trillions of USD in damages, with Lodz, Poland, and Salvador, Brazil becoming all but ruined shells of formerly large cities.
Then the UN passed it's most questionable mandate. Meta-Humans were not required to be registered, and the former registries were required to be purged. Yet Meta-Humans seen acting 'maliciously' could very easily be imprisoned in UN incarceration centers in the most remote areas of the world. Yet people still used their powers, both for good and evil. For reasons very obvious to most people, both sides were arrested when encountered fighting one another, no matter intent or goal.
Yet in the US city of Miami, there's a small dance club, the 'Grey Donkey'. A popular spot for a decently sized amount of young Meta-Humans. And if rumors are true, they all happen to be vigilantes. But that's not really actionable evidence... is it?
