Form of Government: The medranan form of government may be described as a theoaristocracy. A more detailed explanation takes us to analyze each of its components separately: it is an aristocracy because each community is governed by a council formed by the heads of the local noble families, established by means of charisma and possession of resources and consolidated by tradition. Brief History: The history of the medranans may begin to be told through the arrival of their forefathers, the Ordan, or Earthen, to the region. They came from the northern plains of Europe after a particularly harsh winter and settled in the area around the Garonne river and its tributaries, forming a bunch of fragmented hamlets to support their bucholic society based around extended families. Centuries later, new arrivals would change the configuration of the region once more: the Svanir, or Singers, arrived in their ships and built their own towns on the shores. With time, they would engage in commercial relations with the Ordan, with intermarriage contributing to the homogenization of the two cultures.
The svaniran gentry intentionally sought to marry with the heirs of the most prominent ordanan families, thus establishing a distinguished ruling caste for Medrana and centralizing power as a result of the already existent relations between the svaniran nobility. This greater stability provided Medrana with the necessary conditions for commercial centers to form and grow into cities.
Until then, the medranans worshipped a collection of spirits of the nature, which could vary depending on location. This changed about four hundred years ago, when a merchant and scribe named Mavran started heading a school of religious and philosophical thought that put emphasis on a dual concept of nature, that the world was the product of the interaction of Kras, or Change, and Don, or Fixity. For Mavran, both forces had positive and negative sides. Kras could mean progress and learning, but also chaos and imprudence. Don could mean order and peace, but also stagnance and conformity. Thus, each person was to seek a balance in their own actions, following what was called Karanir Vel, or the Righteous Path.
This set of ideas soon spread throughout the people, becoming especially popular among the elite who saw it as a mean of legitimization (as, by following Karanir Vel, they qualified as the most prudent people, and thus, the most capable leaders), and soon, it was integrated into social mentality. To strictly follow Karanir Vel was a requirement to hold any position of power. After the death of Mavran, no centralized, organized church was left in his place. The building of temples and lesser shrines is funded by the rich governing families or collectively by local communities, and there they gather for shared prayers and make interpretations on Mavran's writings. Those who dedicate themselves towards understanding and sharing the religion take on other professions to sustain themselves.

- Varied levels of training: from those who serve in a noble's personal guard to a peasant who never had any formal training.
Not sure how many mariners, but yeah, something appropriate for the number of ships listed directly below this.
