Tech Tier: Tier 3.
Nation Type: Pastoral Nomadic Empire, Multi System Nation
Capital (System, Planet, City): Aveko, Loa-toi, O Vort Zjiikii; they are isolated from their home planet of Quejjz'm.
Government type: Meritocratic Didaskalarch Kingdom (there is an hereditary king; the rulers are required to train another generation of rulers, who can choose their position based on how well they perform).
History: The Galactic Nomadic Sovereignty was once a great empire on their home planet. As all great empires do, they attracted a great number of enemies, one of whom carried their brawl into the stars. The Predecessor gained the upper hand, however, and began a final push towards their enemy's homeland. In response, the "ultimate desperation" was launched: a weapon that dissolved all things of metal, concrete, and plastic, and a weapon that wiped all memory from the minds of the Quejjz'mit. The only remnants of the world's greatest civilizations were in the sky, the citizens suspended in orbit above the world. The aggressors began (what they believed) would be the final decimation of the Predecessor, but the citizens of Quejjz'm left to preserve what little was left of their culture.
For years, they wandered aimlessly, founding the Galactic Nomadic Sovereignty, with the vow to reclaim their world from their enemy. Time went on, however, and it became increasingly apparent that, if their nation were to survive, colonies must be established. They set up farming and mining colonies on the planets of the Aveko system, abandoning all hope to return to their inheritance. Miraculously, it was full of life, and good soil; the people who settled there grew both in size and number. Most of them, though, could not be bound to a single rock. They traveled throughout the galaxy, watching every nebula, wishing upon every star. Every generation, those that could not be contained in the caravan were sent to the colonies. Thus the Galactic Nomadic Sovereignty passed on through the years.
Now, however, there is a generation that wishes past survival. This generation, led by King Zjael, is ready to begin founding new worlds, new colonies. Their nomadic home is seen as a mobile base; their colony, their capital; their heritage, their destiny. Already, colonists have established new systems, ones that have been cast aside by other species. The Galactic Nomadic Sovereignty call rise triumphant.
Population (no more 1 trillion): 15 billion

I'd imagine that barter would be a necessity, given the cultural and ideological differences between these myriad empires.
