Wouldn't say Russia is Western, and no it's not because of technology, it's mainly because budget slashing in the DOD budget for the US military, and no real threat apparently to us. Technology will never be able to truly replace a soldier though.

But Russia isn't Eastern either....they're kinda just...both, to be completely honest.

The reason for slashing in China is to buff technology, but yeah. Even if we slash the budget by like 40x we would still have the largest technologically advanced army on Earth.

While the Russian military has been buffed, but the same problem for China as for Germany. China just lowered it's number of soldiers.
