The Russians are alive, just being chased by a hunter with a shotgun.
All the characters in the office are alive. But will be executed soon-ish if players don't react.
The soldiers, namely Emily Porter and Hale Rose just cleared the balcony areas of a few hunters.
If you can manage it in that time then yes, quick clots and tetanus are still a thing.

Yeah, thing about tetanus is you need a vaccine. So any who's been cut by a rusty or uncleaned weapon now has it and is likely to die. No matter how shallow the cut.
Quick clot comes in a paper package that has likely decayed and been exposed to the elements, unless some has been produced in the past 3 years than those with gunshot wounds will die.
Anyone with a broken bone that doesn't have a medical splint is going to have a bum limb the rest of their life.
Here's a list:
Alexander's shin is folded in two. (Likely not gonna walk properly again)
Francis is dead. (Disemboweled apparently)
Dustin likely has broken ribs. (Not that big of a deal in the long run. Unless they don't heal right than he might as well be dead weight)
Conner has Tetanus. (Dead)
Connifer's leg is fucked. (Same boat as Alexander)
Nick has Tetanus. (Dead)
Vedinin is no a one armed man. (Not a big deal)
Anna is going to bleed out. (Has about 15 minutes if she keeps still)

While society has practically fallen, FEDRA still likely sends vaccines for common diseases like measles, the flu, and of course, tetanus. They'd likely send tetanus out everywhere, considering the abundance of rusty metal literally everywhere, so I'd imagine that everyone in the community HAS actually had a tetanus shot, along with a measles and smallpox and chickenpox and flu and whatever other diseases they could have.
Francis is still alive, he only received a cut along his torso from the machete swipe. Connifer's leg had been fucked regardless, considering he was shot multiple times in the leg already. The soldiers all have bandages on them at all times, so they'd have wrapped him up then managed to drag him off to the offices, where his leg gets SUPER fucked. The board that hits Alexander's legs was extremely weak, and was already splitting apart. I should honestly edit it out though, and make it seem like it more so hit the desk then caught Alex's leg and pulled him out from under his feet.
The next stop will likely be the hospital, to grab antibiotics and other medical supplies. The military, even with their basic first aid training, will be able to save Anna, even though she'll probably be aching for a while.
