Merit and skill are what comprise the order, the mission of the order is not only to restore the galactic presence that the First Order achieved, but more so to bring about a more pure form of the Empire. They recognize the failures, to a degree, and approach their governance in ways that compliment the Empire while improving it in other aspects.
To the Order, being an outsider has little to do with race or background, though individuals in the Order may hold a different view entirely. Overall, though admirals can have influence over lower levels of the army, the true force to keep them together is the mysterious Supreme Leader along with the Knights of Ren acting outside the ranks to maintain order.
