Definitely a more palatable version of WAC. Not a win to be had in any of this, but it does make it less of an issue.

A bill that sought to cut PP's funding would still be crucified by the Democrats. PP doesn't just perform abortions, you know, and they will cry foul again. You may have one or two Blue Dogs supporting it, but that's it. Most support would come from Congressional Republicans, and the President would probably have to veto that bill in order to recover from the initial controversy surrounding WAC.

Remember that it would actually be restoring that funding temporarily. The funding has been cut for months already.
