They might not be expecting to be attacked, but I don't you can make it far in the Shadow Council without being prepared for assassination attempts. What should I change it to then? Because I can't nerf his powers any more and make him still useful.

Does him not killing a Shadow Council member make him weaker?

Anyway your powers are inherently overpowered so we can't nerf them further without killing the character.

I'm with Krac. I don't see how not killing one of the most powerful beings in this universe is a problem.

As far as his transmutation powers, I personally still think they should be nerfed. As it stands, he could look at the walls of the prison, turn it into water, then turn the ocean underneath him to concrete and just walk away. You had problem with my guy's summoning ability, but this is just insane.

It's not even a hard thing to change. Make the transmutation limited to both concentrate and physical contact with the material, as well as it taking time/energy so that they have a chance to react. Otherwise you have the ability to one-shot anyone by turning them into stone through line of sight. Molecule manipulation is one of the most overpowered abilities one can possess, so having this power without any kind of limit or weakness is the definition of OP.

But then, that's just what I'd do. I'm neither an OP nor a Co-OP, just a guy with some opinions.

You can also limit what they can transmute by specification.

Maybe go smaller than a car. Or at least, car is the max but requires a large amount of time and concentration

For goodness sake, this isn't the most OP character. How about people who have characters with powers including absolutely no description? One of Charlia's characters, for example, could use electricity manipulation to kill someone with no time to react. Their's not been anything that stops Charlie from accidentally turning the main computer system into powder.

Yes there is, abel the ai and there are things in place to prevent such things.
Your felix could theoretically destroy the world even if he can only change things the size of a car, meddle with a fault line or the like cause the circle of fire to erupt or any number of other things.
Ihave rped with Charli many times and i know them (as much as one can know someone through a computer screen) you i havent rped with beyond Doc's BA academy rps and maybe one other place

Their's not been anything that stops Charlie from accidentally turning the main computer system into powder.

Here's the thing though. In almost everyone's case, characters have limitations on their powers or physical weaknesses. We'll use Charlia's character as an example again. If they started hurling lightning around at my Felix, I could RP it by having him get lucky and dodge. How do I react if you turn my clothes to acid by looking at me? I can't. However, if your powers were based off touch, I could react by trying to avoid being grabbed.

You said my Felix's summoning power was too OP. So I added an energy and time constraint to it, so that if he tried to bring in something too powerful he'd be too exhausted to use it or another PC could interrupt his efforts. If my summoning power was so OP that it had to be nerfed (which was a totally fair assessment which I had no problem following through with), I think it's hypocritical for you to refuse to nerf your molecule manipulation.

My biggest problem is that this power doesn't allow another PC to react. Again, molecule manipulation is one of the strongest powers, right up there with time manipulation. There needs to be proper limitation in place to keep the students at a similar power level.

Once again, my opinion. Ultimately, it's up to the OP or Co-OP to see the merits of argument.

He could just be telling a lie. Like, he was trying to brag up how powerful he was, when actually he had done something else.
