They might not be expecting to be attacked, but I don't you can make it far in the Shadow Council without being prepared for assassination attempts. And if he really was a high ranking member, even if you dropped his body in a vat of acid there'd still be questions from the security detail I assume he/she had, as well as the other peers and subordinates who have an organization to run. And if they found out well, this isn't my canon, but I'd expect that in this world the assassination of a high ranking official would be punishable by death.
