Is the existence of the shadow council public knowledge?

I was under the impression that after the Big Event (what I'm calling the superhuman brawl), the Shadow Council quickly stepped forward, publicly punishing those that were responsible and assuring the world that they will keep the meta's in check. After that, they kinda exist in an autonomous state where the governments of the world know the Council exists, but they don't interact with it at all.

So if you asked a man on the street what the 'shadow council' was, he wouldn't have ever heard of it? I just need to know before I can post, because obviously if this is the case then Felix would know substancially more than other students.

I feel like governments have an idea that the metas are organized somehow (hard to hide that), but have no idea the true extent of it.

So, Some of the public may know that there is some sort of unifying force behind the scenes when it comes to Metas, but no random/normal person will know specifics, most likely. Most governments of the world will have some degree of knowledge, those whose members are a part of the Council would know more.

Maybe smaller things like the flu could be contagious, but I don't want him to kill off the entire school with yellow fever or something. He does have every disease though.
