Also, since I can't remember who's China, I have a question. What would you think of a regular passenger service between, say, Tianjin and San Francisco?

That works for me. I have a sizable spy ring in San Francisco to keep an eye on the American Nations. They need an easy way to travel from one side of the Ocean to the other with messages and personnel. Disguised as immigrants they simply live life in California, usually owning shops or something of the sort. They get information through news sources, rumors, perhaps some of them even travel around the continent. Nothing that would make it seem like a spy ring, but they are gathering information that isn't state secrets, so there would be no break ins. No sneaking around military bases, just public information stuff.

Communism is bad. Socialism in measured amounts is good for a nation. At least, that's the way California's socialists see it. And by California's socialists I mean Samuel Clemens, the current leading Socialist figure in California and this the guy who is saying things the Free Soil Party is deciding "Okay, we can appeal more if we do what he's saying."

Also, the Byzantines are no threat to anyone. Your tension between the Serbs, Bulgarians, Croatians, Anatolians, and of course all the muslim minorities will destroy any of your attempts to invade the rest of Europe.

It's China. Everything is overly complicated. Besides, it gives me an excuse to RP as someone over in California or another of the American Nations if I get bored of being locked inside of my own little world.

My government is Roman imperial, which means I have Despots throughout my nation who govern certain areas. I have a designated Serbian running the Serbian territory, Bulgarian in Bulgaria, Syrian in Syria, etc. For the most part culture wise we're not in the worse shape. It's religion tension and hatred for Turks that is the issue.

The major Islamic uprising will happen in like a year or so, with Turks being more segregated and racism growing towards them.

Reminds me of the Persian system of satraps. You administer this region in exchange for annual tribute(money and troops) and swearing loyalty unto the king of kings. It was pretty good but it did suffer from the issue of allowing a single man, in many cases the former kings of said lands, to build up a strong power base outside the eyes of the central government which led to frequent rebellions. Something to keep in mind about making use of what are in effect local lords in rather than direct control via central government Bureaucrats. On the otherhand the latter system of more unitary rule does have a tendency to when mismanaged to lead to disaster and ultimately civil war so there is that. Just some things to keep in mind.

I have the idea that Japan declares war on Spain to take control of the Philippines. Members of the Global Pact of Nations can pick sides or remain neutral, based on whether or not they feel a fight all the way in East Asia is worth it.

Byzantium will stay out of that nonsense. Our fleet is more designed for the Mediterranean, after the Suez Canal is done we'll focus on a better navy.

That would be nonsense, Japan has no interest of taking the Philippines unless if they already boosted their divine destiny. Philippines is a very hard to capture it completely. It would take years to be completed, unless if this RP is set in 1940's, it would take months to capture it completely. Plus, at this point, a "secret society" called Katipunan (it is a "secret society" but the truth is that they are rebels) had either already been created, their main goal is to overthrow Spain.
