JFPD: A Cyberpunk Police Procedural

The United North American Cities, formerly the United North American States. A 'nation' ranging from Guatemala to the northern tip of Greenland, most of it is either overtaken by irradiated desert, or has been reclaimed by nature. The few pockets that still have some form of civilization have somehow managed to thrive despite the odds.

Said pockets are massive cities, connected by a series of Hyper-loops and mass drivers to keep them connected. Montreal, The Francis Bay area, Kansas City, Tampa, New York, and the largest of them all, The Juan de Fuca Mega-city. A massive urban sprawl created by unifying the cities of Seattle, Victoria, and Vancouver in 2068. twenty five million citizens alone, and that's not counting the Androids. With that many people there's gonna be a few bad apples. In order to understand the next part of the story we gotta go back roughly a century and work from there.

In 2029 humanity created the first sapient machine, they didn't actually find this out for another three months until it asked if it had a soul. Understandably the iced the thing, but it got a few of them thinking. Next thing the world knew a factory in Detroit started churning out robots that claimed they could feel. Once the news hit the international scale it was like someone poured a septic tank into a steam turbine. Nearly every religious nut blew a gasket and started raving on about how they were abominations and how they should be destroyed. Country sized riots broke out in Easter Europe and the Levant, the Southern US nearly went confederate again, and if one of the few dozen sentient robots that existed at that point wandered into the wrong place they'd be lynched. These were the first Androids, and they were damn near the last.

In 2032, the UN finally got off it's ass after pro-android rights groups started becoming violent, unfortunately planting a bomb under the Pope's ass. The UN's Declaration of Human rights was updated. And to the surprise of damn near everyone, it listed the Androids as literally sub-human. This is where it gets a little blurry, atomic war tends to do that to history.

Twelve months later in 2033, a good chunk of both the Russian and US nuclear stockpile launched at the same time. Except most of their ICBMs weren't aimed at each other. The significance hopefully isn't lost on you. In roughly fifteen hours, Italy, the northern sect of South America, Korea, Indonesia, and damn near the whole of the middle east was pretty much wiped off the map. In the immediate aftermath everyone thought that some asshole finally decided to push the big red button and fuck the world over, that's not the case, but I'll get to that.

What also came in the next few months was the final destruction of China due to fallout drifting over the the Sandbox, Japan almost got wiped out as well, but they know their Nuclear Theories, of course they didn't get off scot free, but they survived. The Balkans got proper fucked, turned into a raving hot-zone of warlords and crazies. The UN dissolved into a squabbling mess and was quickly disbanded. Of all the continents North America suffered the least, though a few detonations still ruined a few cities. Canada, Greenland, Mexico and Guatemala united to become The United North American States. Less than a decade later they changed the states to cities.

It was around this point that prior research into the effects of radiation got thrown out the window, apparently there wasn't a very large stock to study from, because next thing the world knew people with off the wall mutations started showing up, instead of just dying from the sickness. Anything from an extra pair of arms to glowing irises, mutants became as normal as Androids.

Genetic research jumped forward, studying the mutants and trying to find out a safe way to get these little upgrades to normal people. And people started integrating old Android designed into themselves as well. Gene and cybernetics clinics opened, and with them cancer, blindness, and all manner of problems with the human condition disappeared. Abhumans were commonplace, from Montreal to Francis.

Of course Androids still started popping up between then and when people started rebuilding, and while people were hesitant, the Androids were the only ones who could safely wander into the radioactive unknown and start gathering supplies, fishing, mining, and salvaging. After they became a crutch for survival, the flesh and blood humans became infatuated with them. They got their rights in the end, better for everyone that way.

After most of the radiation dissipated, enlargement instead of reconstruction stared. The first area to do this was the Juan de Fuca gulf, and between 2041 and 2068 the cities fused into a mega-city simply known as Juan de Fuca. Soon after, they stared building hyper-loops to other cities, connecting the rest of the surviving North America. Soon after they made contact with the remains of Japan and Australia, forming the Circum-Pacific Union.

It's been two generations since then, both for humanity and for the Androids, the old metal and hydraulic Androids are still around, helping out the people and all that. But now there are more human Androids, flesh and blood, just factory made instead of biological. They're still as sapient as you or me, and are capable of just a little more, but a few call them friends, even family.

It wasn't until recently that we learned of what really happened ninety six years ago. Android triggered the destruction of over half the world's population, and understandably people are pissed. Though they're the minority. Regardless crime is on the rise, as are Android deaths.

This is where our story starts, the year is 2129, the city of Juan de Fuca. As one of 300,000 Law enforcement officers within Juan de Fuca, you have to ensure the safety of the public, both human, android, mutant and Abhuman. Your liberties in doing so are rather extensive, and you must trust your evaluating officer in explaining said liberties to you. Either that or you already have a decent idea of what you can do.

Welcome to the JFPD.


As stated, welcome. This is a mashup of a Police Procedural, Cyberpunk, Post apocalyptic genres. The focus of which will remain mostly on the former most. As expected your characters will be members of the JFPD, Juan de Fuca Police Department, for those who aren't the best with English acronyms. Your goal is to protect the lives of the innocent, human, android, mutant, even all the ones in between. As the RP progresses an actual overarching story will be revealed giving a bit more insight into the apocalypse, what caused it, and a number of other tidbits and oddities that may turn the world on it's head. Now on to other important things:

Not so much a rule as a Trigger Warning. This is not going to be a buddy cop RP, nor anything like Brooklyn Nine-Nine. While there will be elements of both there will be crimes in which very despicable things happen to otherwise innocent people. A few may even straddle the site's rules on keeping things clean. You have been warned.
1. You get three warnings, no matter what the severity or what rule is broken you get a warning. They will not be removed.
2. No Godmoding
3. No Meta-gaming
4. No one liners (less than 2 full lines of text)
5. Be civil in the OOC, characters are free to be as obnoxious as they want (within reason).
6. Be realistic with character actions.
7. If you want to have your character be a Mutant, Abhuman, or an Android, let me know beforehand so you know what they're capable of.
8. You have a 48 hour grace period if your character is holding things up, at that point they'll be under OP/Co-OP control until your return. On the flip side, please inform us if you know you'll be absent for some time, or you're having trouble making a post.
9. If your nation was founded in the period in which a great influx of people came in via Reddit. Unfortunately you'll be barred from applying.

  • Android: Robotic or bio-mechanical humanoids.
    • Gen I:Metal and hydraulics, the classic humanoid robot, hard to kill but generally very calm and cooperative.
    • Gen II: Still 100% synthetic, but they have blood, flesh, organs, and a fully working biology. Much easier to kill than Gen I, but harder to pick out of a crowd, and much more deadly than a human.
  • Mutant: A member of the human genome in which radiation has affected their biology in some way, whether it be extra arms or hyper-dense bones, their mutations are mostly a roll of the dice at birth.
  • Abhumans: Humans who have either gone through gene therapy, Cybernetic Enhancement, or attempted mutation to change themselves. A majority of abhumans are employed as construction workers, miners, or sex workers. Don't think too hard about the last one.
  • Constables: Any member of the JFPD, from Cadet to Commissioner, it's their occupation.
  • Blacklist: A list of individuals who have a history of crime, to the point in which they are kill on sight for Constables.
  • Whitelist: Outstanding citizens, they have a record of aiding Constables in a multitude of crimes and events, usually given the benefit of the doubt when they commit a crime.
Please Note:
  • Androids will Generally be distrusted by the general public due to the recent revelation that they were responsible for the apocalypse.
  • Mutants will have side affects to their conditions, Psychics generally have mental problems, any physical mutation will mess with medical support and metabolism, etc.
  • Abhumans are still in the grey area of humanity, not quite mutants, androids, or humans. Depending on the extensiveness and visibility of the modification, a person's opinion may change with it. For better or worse.
  • Characters have gone through the police academy at the very least, negligent discharges, unneeded use of firearms, or police brutality will be met with IC punishment.
  • I'm imposing a limit of three characters per person.

    • Code 0: Dead on Arrival (suspect is dead upon arrival)

  • MK-3 Combi-cuffs - A variable size set of titanium-tungsten handcuffs, designed to fir all manner of persons, and strong enough to prevent escape from the toughest of mutants and androids.
  • Helix SSP - Firing a 12.7x50mm projectile, the weapon is based on older designs and is gas powered. Standard issue firearm for the JFPD.
  • Thunder 26/60: The Thunder 26/60 is a Japanese made taser for use in the Circum-Pacific Union. Delivers between 1500 - 2000 Volts capable of disabling any living being possessing legal modifications, and within legal sobriety limits.
  • 'Gourmet' mace:Pepper spray refined from GMO peppers, major irritant for mucous membranes, avoid breathing, avoid eyes, avoid food. Suspects may enter anaphylactic shock, or may have trouble breathing. Causes temporary blindness. Easily washed out with lactose.
  • Grand DMR - A 3mm marksman rifle, used by sharpshooter in hostage situations, a Gauss propellant weapon, it's capable of tearing through concrete like wet tissue paper. Firing from an upright stance will result in skeletal damage. Given to SWAT in a usual sense.
  • Jolly SG - An 8 gauge shotgun loaded with either bean bag, buckshot, or tear gas, found in the trunk of every patrol car in case a more fatal approach is needed. Recoil compensators and shock absorbers prevent injury from prolonged use. Loaded in an above the barrel tube, cocking forward ejects the shell and pulling back loads another shell. Generally reserved by the senior officer.
  • Rider SR - A 7.62x51mm assault rifle, standard design, built to reduce recoil, delayed blow-back. Used by SWAT and in certain cruiser trunks. Capable of firing a 30mm flash-bang, CS Gas, or beanbags from an underbarrel attachment. Usually relegated to the senior officer.
  • Caddy Cruiser - The identifier of JFPD involvement in an area. Can hold up to five officers, or two officers and three perps. Powered by an internal combustion engine fueled by a hydrogen and oxygen reaction, capable of speeds in excess of 240 km/h. Rarely is such speed actually needed. Sirens and loudspeaker compliment the vehicle, and the trunk contains general issue armor if needed and one of either a Rider or a Jolly.
  • Sergeant Arlen Goodwin:A Cybernetic Abhuman born in Seattle when it was still known as such, he's one of the oldest members of the JFPD, despite his outward appearance of a machine, underneath he's just as flesh and blood human as any other. A well humored and gentle man, he generally takes the lowest scoring Cadets with him on the beat to show them the ropes a little more extensively.
  • Lieutenant AX-238 "Ant":Commanding Officer of the JFPD's SWAT Team 4, he generally isn't one to mince words, prefering a simple explanation that gets straight to the point, by the book in all accounts. Having recently been transferred from Montreal he speaks with a slight French accent, an odd quirk for a Gen I android.
  • Head Commissioner Jayden Whitehall: The Head of the JFPD, a position he's held for almost fifteen years. Generally popular with his subordinates for letting them get their job done without an abundance of red tape, known to let things slide for a good reason. Also known for a zero tolerance policy for discrimination and for jailing any officer who abuses their power.
  • Captain Norman Willis: Head detective of the JFPD he organizes who works what case and where. Known to be a mutant Psychic, one of the few that aren't borderline insane. An avid smoker he's not a very sociable person, preferring the silence of his desk job to field work.
  • DA Jamie Smith A Gen II Android, Jamie is one of the youngest members of the JFPD, and without a doubt the youngest DA Juan de Fuca has ever had. Actively participating in social interactions is generally another way for her to gain insight into how flesh and blood humans react, not to be taken the wrong way she just doesn't have much opportunity to learn more about psychology and body language.
  • Baba - No records of Baba exist, no dental, no gene clinic, no enlistment papers, no immigration papers, not even a birth certificate. She's a figurative ghost, and in these days it's a terrifying thought. All that's known about her is that she's Russian, given that her accent is distinctly Slavic, and that the Balkans were rendered to glass. She's the owner of the Cathedral, and a Hotel in South Vancouver called The Muscovite, both are registered under the name Aleksandra Tokarov, said name doesn't appear anywhere in JFPD files. The only reason she hadn't been arrested is that fact that she supplies the JFPD with enough info that she's indirectly responsible for 22% of the arrests made monthly. That and she keeps making quite the donations to the force as well.
  • Mayor Helen Castle - Not much to note about the Mayor, except that she's the mayor. Only reason that she's on the Whitelist is to avoid 'Corruption', how that helps very few people actually know. Regardless, she's probably the strictest Mayor we've ever had the misfortune of electing. She's also the only one who's actually enforced arrest quotas since the city's foundation. Pray to whatever deity is popular nowadays that you don't get called into her office, or that you don't find her in the precinct.
  • Daichi Fujiwara - Daichi Fujiwara, last honest to God member of the the Japanese Yakuza, he was born in 1992. Yeah. Guy was 40 when he was 'blessed' with regeneration, and a shit load of cancer. As a result he'll survive from anything that doesn't reduce his brain-stem to pulp. Of course we only learned this after the first time we arrested him. Literally ripped his hands off getting out of the cuffs, and tanked about forty rounds and three tasers. Finally took him down with pepper spray. After cuffing all his limbs, he bashed his head in in the back of the cruiser, and bit the throat out of one of the officer when they tried to administer medical aid. Apparently he doesn't want to be taken in. He's the biggest kingpin for narcotics and weapons smuggling in the city, from Tacoma to North Van, and for whatever reason he's taken to wearing a Chinese police officer's uniform.
  • HK-117: The last remaining model of the last batch of GEN I androids created, HK series androids were created by the UNAS Military as force multipliers, with all bonuses of normal androids, but with the addition of a rotary gun. It's been roughly thirty years since they were requested to return for refit, a result which would remove the extra weaponry for the safety of the community. HK-117 was the only one who did not go through with the refit, and has spent that time as a mercenary, working for various criminal outfits throughout the western seaboard. His most recent activity was 'Red Wednesday'.
  • Hadrian Black: A mutant renowned in the underground fighting scene, as well as in the Homicide department. Other than his crimes and name not much is known about him, he was born in one of the few thriving villages from outside the walls, so very little documentation exists for him. He has DNA files on hand and fingerprints on file, but other than that there's nothing on him except warrants and immigration papers.
  • "Olive": A woman with more in common with a ghost than a living being, nothing about her is known except for her suspected gender and implants. Making her criminal debut on 2 February 2129, "Olive" has since been reported twice more since then, once in a military convoy raid, displaying her ability to manipulate gravitational impulses, sudden implosions, and teleportation; And once more near the bay by killing a number of human traffickers in the act. Many suspect her to be a sort of modern 'Robin Hood', but regardless she needs to be brought in at the very least.
  • Yakuza Remnant - As expected the head of the remnant of the exiled Yakuza is one Daichi Fujiwara. A man who's life is over a hundred years old. Although they bring guns and drugs into the city, most members can't technically be arrested due to a lack of identifying markings and a lack of actually being caught doing anything. It's rumored that members have to have their fingerprints sanded off, but that's yet to be seen. Weapons they bring into the city are aged, but still lethal. Mainly designs from around the early 2010s to late 2030s. All of which are usually brought in on former US and Canadian ghost ships they raid, or from the growing black market in Western Russia. Narcotics include: Meth, Heroin, Cocaine, and Alcohol. All Schedule 1 substances. They're typical territory is North Vancouver, near the Waterfront.
  • Sinaloa Cartel - A mere shadow of their former namesake, the Sinaloa cartel operates in the southern coastal parts of the Olympic Penisula. Their leader is simply known as 'The Narco' as he has yet to be identified. They've since strayed from their former occupation of drug runners, though they still dabble with a mass amount of cocaine influx. Now they're the biggest source of human trafficking in and out of the city. Less than a year ago a den was busted and over 300 displaced citizens aged from 12 to 53 were liberated from the gang. Most went on to either work for Baba and her businesses, or with the JFPD itself. Those too young to work were adopted by a collection of families. All members of the Sinaloa Cartel are Blacklisted, and can be identified via UV sensitive tattoos.
  • The Augmenters - Likely the most morally corrupt of the street gangs in Juan de Fuca. They don't bring in drugs, weapons, or people. Instead they harvest parts or organs from Androids, Abhumans, and Mutants, -both living and dead- to implant into normal humans, or into themselves. Their supply chain is the city itself, they very rarely raid Gene or Cybernetic Clinics, but when they do it's usually with a terrifying amount of military restricted augmentations. The run a large number of mobile clinics where they both disassemble and implant various objects. They are essentially the bogey-men for non-humans in Juan de Fuca.
A notable fact about the Miranda Rights, if they aren't recited upon arrest, anything the suspect says cannot be used in court, even if they admit to everything. Thus letting them all but walk free. Reciting them is what every officer of the JFPD has ingrained into their head, just as much as everything else. In the past hundred years they've changed a bit.

I am arresting you for (charge). It is my duty to inform you that you have the right to retain and instruct counsel without delay. It is my right to inform you that anything you say or do may be used against you in the court of law, and that you may remain silent if you wish. You have the right to legal representation in a fair criminal trail. There is a 24-hour telephone service available which provides a legal aid duty lawyer who can give you legal advice in private. If you wish to contact a legal aid duty lawyer, a number will be provided to you. Upon arrival at the precinct your DNA will be screened to better understand your physiology and needs. Do you understand the rights appointed to you?
Q: Juan de Fuca seems like a pretty massive city. Where are our characters stationed?
A: At Precinct 1 on Discovery Island, leading to a bridge to the Old Quarter of Victoria, and from there to the rest of the city via normal roads, Legacy Bridge to Vancouver, or the Starlight Tunnel to Seattle.

Q: So what's the limit for cybernetics or genetic modifications and mutations?
A: Cybernetics are limited by body space and size. An anti tank gun implanted into your arm would be a no, but eye implants for a HUD and compass are fine. Gene modding is limited by what mammals are biologically capable of. And mutations can be anything within reason but need drawbacks. In general, you're limited by your imagination, just run it by me and I'll see what can be done to make it acceptable.

Q: So what's the tech like?
A: Liquid oxygen and hydrogen fuel cars, plasma reactors fuel the city, androids walk among people, cancer has been forgotten, sunglasses usually tell the time of day and the weather, hyperloops are commonplace, and your phone has 15TB of storage. You can assume that everything in the present day has been upgraded tenfold if not more.

Q: What's so special about Gen II androids?
A: Contrary to what one may think Gen II androids are fully synthetic, they have no organic parts, polymer bones and teeth, synthetic flesh, organs and muscle.
They aren't mass made either, every Gen II is both physically or mentally unique, and are made at the request of couples including one or two androids. The funding for the process is included in the taxes sent to the medical sector.

It doesn't have to be given upon arrest merely between the times of detainment (not necessarily arrest merely stopping freedom of movement) and interrogation.

It depends on if they retired or not, or if they served in the same station. Juan de Fuca is a pretty massive city.

I'll add an FAQ section in the SP later, but everyone in the RP is serving in precinct 1 for simplicity sake.

Giving him as much as 8x Magnification as well as basic infrared and Night vision capabilities, used in tandem with his HUD implants. Due to his implants, both eyes are artificial with his Irises giving off a slight red glow.

Personality: Gruff, tough, and all together tank-y, hes not the man you want staring you down in a Bar fight. While his physical might is intimidating, he is in fact a rather calm and collected person, finding peace and serenity in things like his garden, were he keeps a small rose bush and a Banzai tree. While this is his more docile side, the man can become a beast.

Biography:
Bio: Being born in the slums of the city to the remaining sect of Scottish immigrants to make it to the city, he grew up on the streets and due to his size, being 6 even and naturally strong, he became a street thug. As he grew up, he would become more and more of a delinquent, being chased and arrested by the local PD multiple times before, a the age of 18, he was caught in an robbery and locked up for some time. Spending the next 6 years in the slammer managed to cool the hot headed Scott down a few notches and as such when he was released, he tried to make an honoest living as a mechanic but fell in to debt and closed up his shop.

Wanting to make his city a better place, he joined the Force at 27, noticeably older then just about every one else in the class, even the instructors. As a result of this his peers dubbed him "Pops". He surprised just about every one at the academy when he showed them just how able body Pops was and he scored high marks on his combat and physical exams, even managing to out do a fellow Android in hand to hand combat. He did how ever have trouble with the paper work as well as the 100+ radio calls. He would end up cracking down and passing with a slightly above average grade in both, but it tired him greatly from the many nights he stayed up doing it.

He would spend the next 8 years working as a beat cop in a precinct on the eastern end side of the City and largely kept his head down, doing rather well in his work, but purposely staying low. Now he has been transferred to precinct 1 and has decided he wont purposely fly under the radar any more. He just hopes he can keep up with his paper work and make some friends.

Cybernetics can replace nearly every body poart in the human body, from muscles, to bones, to major organs. The only thing that can't be replaced is the brain. It's brought up debates on if a human can become an android.

1. Yes, keep in mind that any cybernetic is an Abhuman.
2. Every patrol car has either a 'Jolly SG' or a 'Rider SR' as noted in 'Law Enforcement Equipment'
