Due to some fucked up liquid physics which I can't be arsed to explain in detail, a wooden attempt at a USS Monitor will result in it sinking rather quickly. In layman's terms the Wooden boat is too buoyant, while an Iron one is more solid in it's state (literally).

Also sails will not be able to generate enough power to displace enough water for it to move.

Engines.

Rudders will just make it easier to steer. And with the current limit on tech you can't have an Ironclad I'm sorry to say. Normal ships-of-the-line are likely to have been rediscovered.

Either would work, but from what I talked about with Idaho, the Jury's still out on steam power, and petrol power is right out.

Even with steam power, the coal and metal used for the boilers would need to some from somewhere.
