Actually, they put low-velocity guns on the Panzer III Ausf. N, so they didn't even have HV.

Initially yeah, but later when they adopted the long 75' on the IV's they also put them on the III's because i think until about 42, the III's vastly outnumbered the IV's.

Also, Parcia stated that he/she was using 1945 Japanese tech. Granted, Japanese tech during the war was never particularly good.

Well, the caveat i would say is the more advanced the Technology, the far more intricate the production process would be.

Makes sense. Bigger stuff is harder to produce. Also, as a nation lacking magic at all, the slight tech advantage is useful.
