The testing ranges happen to be close to the boarder. This was originally to keep them away from civilian centers (The rest of Orbis is densely populated, only border regions lack people). Of course there are also Ocean tests, but those don't exactly produce inspectable damage.

2. Space tech allows you to effectively drop in anywhere on Terrana without the possibility of being intercepted or stopped. You could drop right into someones capital.
3. A space empire would have technology lightyears ahead of what people on Terrana are capable of.
4. A Space Empire would be able to expand to other planets.
And finally, this is a fantasy world war rp, not a space rp ultimately. Space stuff is a pandoras box I'd really, really rather not open even if it wasn't OP as shit.

Hehehe. Well, rockets travel pretty fast (especially magically enhance ones, we have a few. The V2 went max of 5,760 km/h), so hopefully all most people will notice is a sudden rather large explosion. On the other hand, you could probably see the white smoke trails if the day is sunny.

1. What would you need to ration? The troops would need to feed off the land unless they were getting food from the moon, which would be even more OP if you can just send down pods of food. Heck, you don't even need to send troops. Just pack ships full of explosives and send them to the capital.
