We haven't even managed to hit the 2% part of our budget that we should give for the military in accordance with what the NATO recommends.

Moldova, which was a part of Romania and is inhabited of Romanians, was taken by the USSR though, and Russia is the main reason for why Moldova never rejoined Romania. But the issue is about influence. The Soviets received a lot of influence in Romania after the end of WW2, and look what happened. We've been far too friendly to the Americans in the last decade though, and Russia doesn't like it.
