To be frank? A while. You've got roughly 3125 soldiers to take over the entirety of Arkasnas. You're a new faction in Arkansas, no one knows you. You have zero support. Your vault is situated in the capital of Arkansas, which benefits from having several major roads leading out of it. Now assuming there are no organized establishments in the land that you have to deal with, you wouldn't need to deal with prolonged wars with any local governments outside of towns. That said, these towns need a reason to join you. You could take a few by force, but then the citizens would view you as an invading occupier that they don't like. If you go political, that will take some time as you need to build up your influence, and the trust that that settlement has with you. On top of that, all your soldiers are based in one location. The more land you take, the more difficult it will be to supply, and deploy your troops.

IT is more like he start out with more territory then he planned on. The last map maker gave him more land than he has in the IC.

I can find and deploy hundreds of mininukes. The faction with the NV bomber can have the bomber go missing on route to a critical supply drop, with a nuclear payload on the missing plane. Massive hordes of ghouls start infesting the Midwest and spread towards the coast.
